Work as the Code Enforcement Officer is carried out independently under the supervision of the Development Services Center Manager. The Code Compliance Officer administers and implements the City's code compliance process to identify potential or existing violations. This includes investigating, analyzing, and resolving issues related to permits or licensing, and oversight of investigations of City building codes, land use codes, and Public Works standards. Efforts are coordinated with other departments including Police, Fire, Finance, the City Attorney and the Prosecutor.
Position Duties
- Conduct site inspections of properties and structures within the city to ensure they meet the applicable municipal codes and regulatory requirements.
- Enforce all aspects of the City's codes and ordinances, and conduct follow-up inspections to resolve violation cases, whether through voluntary compliance, corrective actions, notices of violation, or stop work orders.
- Provides information about City codes, laws, and ordinances.
- Address and examine complaints and reports of potential violations of City codes.
- Prepare reports, recommendations, and case information, and present evidence at appeal hearings and/or legal proceedings. Testify in court and administrative proceedings if necessary.
- Coordinate enforcement efforts with other departments, jurisdictions, or regulatory agencies.
- Tracks all violations via the City's customer service request portal and keeps detailed files on each violation.
- Provides guidance on code enforcement policy questions, including proposed amendments to the City code related to enforcement. May assist in preparing materials for Council review.
- Regularly conducts city “sweeps” to verify compliance with regulations, promoting safety and order in the city.
- Attends various meetings, trainings, and workshops as needed.

- Applicable federal, state, and city codes, laws, statutes, and ordinances.
- Principles and practices of code enforcement, investigation and inspection methods, and public relations techniques in code enforcement activities.
- General principles of planning and zoning.
- Inspection techniques for detecting deviations from building plans and safety codes.
- Interpreting and applying statutes, rules, ordinances, codes, and regulations.
- Conducting investigations, keeping accurate records, and preparing reports.
- Making independent decisions in the field, analyzing situations accurately, and following established procedures.
Ability to
- Evaluate code violations and explore code-compliant solutions.
- Read and interpret codes and plans.
- Communicate clearly, both verbally and in writing.
- Explain codes and regulations to the public, professionals, and other agencies.
- Use and operate a personal computer and related software applications.
- Build and sustain professional and respectful working relationships with the public, developers, other City staff, appointed boards and commissions, and elected officials.
Minimum Qualifications
Education and Experience
- Associate's Degree in urban planning, construction management, law enforcement, or a related field;
- Three years of professional related experience in code enforcement, inspection, or other related field;
- Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Licenses and Certificates
- Code Enforcement Officer and/or Zoning Inspector certifications preferred
- Valid Washington State Driver's License required
