Position Duties

Why it's a great opportunity: In this role you will manage and coordinate the supplier and customer contracts for the Information Technology (IT) Division of the Finance Department and directly contribute to our mission to provide countywide technology services to both internal and external customers.  The IT Fiscal Services team manages the IT budget, accounting, reporting, procurement, purchasing, internal controls, and revenue-generating services. 

Working under the direction of the Fiscal Services Manager, you will collaborate with the fiscal team, technology staff, County departments, and external organizations, and perform a variety of contract and procurement work. You will become a subject matter expert in all things contracts-and-procurement-related and learn about the full scope of IT services.

How to be successful in the role: Your exposure to public sector contracting and procurement practices and desire to provide excellent customer service will establish an excellent foundation. Your success will come from providing a high level of integrity, strong initiative, effectively and accurately interpreting and conveying contract and procurement information, exercising efficient time management, demonstrating professional written and verbal communication skills, and being a respectful and cooperative team player.

Core daily responsibilities:

  • Identifying and tracking one-time and recurring supplier procurements (hardware/software/services).
  • Monitoring contracts and other agreements for fiscal integrity (including budget allocation) and general compliance with Federal, State and County policy.
  • Participating in procurement functions such as developing Requests for Information/Proposals, evaluating bids, negotiating contracts.
  • Evaluating assigned activities for progress, completion, fund expenditures, and compliance.
  • Advising and consulting with County staff, consultants, contractors, subcontractors.
  • Working with staff to analyze, modify, and implement new or existing County-wide procurement process policies and procedures as necessary to achieve determined objectives.  
  • Produce reports and analyses as required to support financial processes.
  • Perform other related tasks as assigned.

Minimum Qualifications

  • A resume and cover letter are required for this position. 
  • Two or more years of college-level coursework in accounting, data processing, business administration or related field AND
  • Two or more years of progressively responsible work experience in accounting, data processing, or related field with emphasis on contracts and procurement. 
  • Additional education and/or work experience may substitute for the recruiting requirements.

Preferred qualifications:

  • Experience/skill in contract negotiating.
  • Knowledge of the basics of an RFP/RFI/RFQ process.
  • Deep understanding of contract structure and relationship to budget, purchase orders, amendments.
  • Excellent professional written and verbal communication skills.
  • Ability to develop strong relationships across teams.
  • Thorough, meticulous attention to detail.
  • Recent experience working with large financial or Enterprise Resource Planning (ERP) systems.
