About the Department
Brunswick County is currently accepting applications for a Deputy Director to join our Emergency Management team. At Brunswick County we’re committed to providing highly responsive, effective, and efficient emergency management and planning services for citizens and visitors across Brunswick County and surrounding areas. The Deputy Director will assist with the administration, planning, coordination, and operation of the Brunswick County Emergency Management program (as required by General Statute 166A and applicable local ordinances).
Work involves overseeing the planning and administration of programs designed to protect the civilian population, protect state and natural resources, minimize the effects of disasters, and preserve the continuity of county government. As such, the Deputy Director is responsible for emergency management program administration and program development encompassing the four phases of emergency management - mitigation, preparedness, response, and recovery. Responsibilities include:
- Assisting with the day-to-day direction, management, monitoring, and coordination of the County All-Hazard Emergency Management Program.
- Preparing and reviewing emergency management plans.
- Working closely with the Brunswick Nuclear Power Plant to ensure readiness in the event of a disaster.
- Serving as commander or other staff position on management teams for local or state level disasters, subject to deployment statewide.
The Deputy Director will be required to respond to emergency calls after hours and/or during events that require an emergency management response. In the event of a major disaster or impending severe weather, The Deputy Director will provide administrative and technical assistance under the direction and supervision of the Emergency Management Director. This position reports directly to the Director of Emergency Management and will be required to perform the duties of the Director in their absence.

Minimum Qualifications
Bachelor’s degree in emergency management or related field AND five (5) years’ experience in emergency response, OR any equivalent combination of training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience may substitute for education; however education may not substitute for experience.
- Valid NC or SC Driver License required.
- North Carolina Division of Emergency Management Associate Emergency Manager or International Association of Emergency Managers Certified Emergency Manager Certification required.
- North Carolina Hazardous Materials Responder Level I Certification required.
- North Carolina Emergency Medical Responder Certification required.
Significant leadership experience beyond technical or exercise development in a mid-sized organization is preferred. This position requires the ability to research, write and administer grants, and knowledge, training and/certification in National Incident Management Systems (NIMS) and Incident Command System (ICS).
Physical Requirements
Must be physically able to operate a variety of machinery and equipment including various firefighting and emergency response equipment, audio-visual equipment, and common office equipment, etc. Must be able to exert up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or an amount of force to move objects. Must be physically able to stoop, kneel, bend, crouch, crawl and climb. Light work usually requires walking or standing to a significant degree. The job is rated as Light to Moderate Work.
