The Prince George’s County Department of Social Services is currently seeking qualified applicants to fill a Contract Specialist (Community Development Assistant 1Ggrade G12 position, in the Contract and Procurement division.


About the Position

The employee shall serve as the Contract Specialist in the Contracts and Procurement Division.  The Contract Specialist will report directly to the Chief of Contracts and Procurement. At all times, the employee in this position will provide exceptional customer service to both internal and external customers that meets or exceeds standards set by the department.

The Prince George’s County Department of Social Services is in the business of providing opportunities for residents of the County to become independent, responsible and stable members of the community. We do this by providing intervention services that strengthen families, protect children and vulnerable adults, encourage self-sufficiency and promote personal responsibility. We assist our customers through such programs as Temporary Cash Assistance, Food Supplement Program, Medical Assistance, Emergency Assistance, and Foster Care and Adoption Service.

Position Duties

The Contract Specialist position requires the performance of the services set forth below under the general direction and supervision of the Prince George’s County Department of Social Services in the Contracts and Procurement Division. Duties include but are not limited to the following:


  • Conducts pre-contract activities, to include collaborating with the PGCDSS division managers, securing Scope of Work and budget information
  • Conducts or assists with solicitations, to include advertising, verifying Minority Business Enterprise participation reviewing bid proposals, recruiting evaluation committee, determining bid responsiveness, making contract award, and making required notifications; assists with contract bidder debriefings
  • Drafts contract documents and disseminate for review and approval, to include conducting various option year and contract amendment/ extension activities
  • Conducts a broad array of contract management/administration activities, to include maintaining communication with program managers, communicating with State/DHS and County/OOP staff, and liaison with the Office of Law and the Office of Risk Management  
  • Conducts various contract amendment activities, to include exercising of an option year, extending contract terms year and modifying the budget
  • Continuously conducts formal and informal procurement planning 
  • Per the direction of the OCP Procurement Chief, assembles statistical and narrative data and prepares reports for use in assisting the State to evaluate procurement activity and performance measurement
  • Actively participates in OCP Team and an assortment of State and County video-conference meetings
  • Conducts internet-based research
  • Adjusts and adopts new County/State/internal procurement policies and procedures
  • Communicates with and may provide advice/guidance to support staff
  • Confers with assistant director and contract monitor when performance is lacking, and discusses corrective action measures
  • Performs other tasks and duties as assigned, which may not be specifically listed in the position description; however, are with the general occupational category and responsibility level typically associated with the employee’s class of work. 
  • Acts as a liaison in coordinating services and resources for resolving issues.

Minimum Qualifications

Minimum Qualifications

  • Graduation from high school, supplemented by college level courses in business, psychology or sociology, and experience in work requiring independent action based on mature judgment.
Any equivalent combination of relevant training, education and experience may also be considered.
