WAGE RANGE: Management 10, $60 per hour
POSITION TYPE: Part-time Temporary (1 year with possibility of extension)
Position Summary:
Under the direction of the CEO, and in collaboration with the Central Finance and
Operations Officer (CFO) and the Manager of HR and Operations (MHRO), this position is responsible for leading the development, implementation, management, and evaluation of the Fraser Valley Child Development Centre (FVCDC’s) non-clinical operations areas excluding Finance. The position supports the CFO’s leadership of Finance operations by managing key initiatives and serving as the CFO’s designate. The position also provides Labour Relations support to Human Resources and the leadership team. The role ensures the effective coordination of key initiatives, policies, and day-to-day operations across the organization.
Please note: Applications from strong operations director candidates without a CPA designation or experience managing a finance department will also be considered.
Job Functions and Responsibilities
Operations Management:
1. Provides day-to-day oversight and guidance for non-clinical operations managed by the Manager of HR and Operations (MHRO) including Facilities, Information Technology (IT), Human Resources/Labour Relations, and Administrative Support.
2. Serves as back-up to the MHRO for the above areas.
3. Supports the CFO with Finance initiatives and projects and serves as back-up to the CFO.
4. Liaises with the CEO regarding any issues or concerns that may impact the organization.
(A) Finance:
· Supports the CFO as needed with ongoing preparation, communication, monitoring, evaluation and support of budget/planning and financial processes for the FVCDC.
· Supports the CFO with timely reporting required by funding sources including the Ministry of Children and Family Development (MCFD), School Districts, and grantors.
· Assists the CFO by drafting customized budgets including for programs/services, social enterprise, capital projects, and grant applications.
· With guidance from the CFO, provides quarterly department budgets and budget-related education to leaders, makes changes as directed by leadership.
· Serves as the CFO’s back-up, including preparing reports for the Board of Directors with analysis of budget variations.
· Serves as a back-up for payroll along with the CFO and Manager of HR and Operations.
· Other projects as directed by the CEO.
(B) Human Resources and Labour Relations:
· Provides strategic advice and guidance to leadership, including the MHRO, on labour relations matters, escalating to the CEO where appropriate.
· Provides direction and guidance to the MHRO on selected HR matters including supporting staffing levels and workplace incidents, investigations, and Worksafe claims.
· Supports the MHRO by leading conflict resolution and mediation within the organization.
· Develops positive relationships with union representatives, HEABC, and other stakeholder groups.
· Ensures appropriate interpretation and administration of the collective agreements, relevant policies, applicable legislation and related contracts.
· Advises and supports supervisors with managing any labour relations issues related to the managing of their staff and compliance with the collective agreement and labour standards.
· Represents management on the Union/Management Committee along with the Manager of HR and Operations.
· Proactively plans for and mitigates risks regarding Labour Relations practices and policies.
(C) Facilities:
· Through the MHRO, ensures effective management of the FVCDC’s properties including maintenance, emergency, facilities-related communications, and space planning.
(D) Information Technology:
· Through the MHRO, ensures effective implementation of the FVCDC’s Technology Plan and effective operation of the IT department including supporting FVCDC staff with technology needs and evolving for the future.
(E) Administrative Support:
· Through the MHRO, ensures timely, responsive administrative support and welcoming communication with clients and staff of the FVCDC.
Other Duties:
· Visibly support the FVCDC’s vision, mission and values. Directly contribute to a motivational, professional, and positive work environment for all staff members, contractors, and volunteers.
· Connect with relevant leaders and industry associations for peer support and current information, trends, and resources.
· Additional duties may be assigned as required and appropriate.
Delivers the above while ensuring compliance with Centre policies and procedures, contractual obligations, professional standards, and legal requirements.
People Management
1. Effectively supervises, mentors, and evaluates the MHRO, ensuring yearly professional growth and developmental reviews.
2. Identifies skillsets and competencies required to achieve non-clinical operations and organizational goals. Works with HR to ensure those capacities are developed.
Qualifications
· Qualified accountant with CPA designation or working towards a CPA designation. Please note: Applications from strong candidates without a CPA credential or experience managing a finance department will also be considered.
· Five or more years in a senior operations management position within a complex, unionized organization including labour relations management.
· Five or more years of proven, effective, relevant experience in progressive supervisory management and leadership, preferably in a non-profit environment, or an equivalent combination of education and experience.
· Experience in the field of services to children, youth and families is preferred.
Skills
· Demonstrated leadership skills.
· Skill and comfort coaching, mentoring, and guiding managers.
· Strong relationship building and communication with internal staff/leaders and external colleagues/leaders, union representatives, and other key contacts.
· Expertise in HR and labour relations practices and associated legal requirements.
· Expertise in conflict resolution and strong oral and written communication skills.

The Director of Operations is an excluded, part-time (0.6 or 0.8 FTE), temporary (1 year with the possibility of extension) position based in Abbotsford within a strong values-based organizational culture.
