About the Department

Reviews, plans, coordinates, negotiates, and prepares contracts and related documents for Airport projects and contractual needs. Manages the full contract lifecycle to include, but not limited to, budget review and financial oversight, agreements, project/contract schedules, and any necessary amendments. The Administrator position ensures compliance with County, State, Federal, Grant Funding, and/or other regulatory requirements, directives, best practices, and/or guidance.

Position Duties

  • Oversees all contracts related to the Aspen/Pitkin County Airport, including the preparation, negotiation, revisions, management, ongoing tracking, coordination between staff and vendors, and administrative oversight of all new contracts and change orders throughout the contract lifecycle.

  • Coordinates and collaborates with County and Airport department staff, consultants; follows all procurement processes in alignment with Pitkin County’s code requirements. 

  • Participates in and leads negotiation processes with oversight from the Airport Director, Procurement Manager, and Pitkin County Manager’s office.

  • Maintains accurate procurement and contract records, including all change requests, ensuring data integrity and timely communication of procurement status to County staff and the Project Management team.

  • Monitors and ensures vendor execution under the contract term.

  • Analyzes potential risks associated with Airport contracts and related documents in coordination with risk management and other County departments.

  • Advises Airport staff on procurement strategy, compliance, and best practices and provides training, guidance, and support in the procurement process to Airport department staff.

  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Minimum Qualifications

  • Bachelor’s Degree in Finance, Accounting, or Business Administration or equivalent years of experience. 

  • 3+ years experience as a Supervisor or Lead in contract management experience.

  • 5+ years progressively responsible experience in contract administration.

  • Certified Contracts Manager (CPCM) and/or Project Management Professional (PMP) preferred.

  • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

Knowledge Of:

  • Professional and technical writing methods and practices.

  • Project management principles, practices and methods.

  • Fiscal and budgetary management and tracking.

  • Organizational and community planning.

  • Administrative principles and practices to include goal setting and program budget development and implementation

  • Communicating effectively both verbally and in writing.

  • Handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations.

  • Demonstrated skill in administrative management, including establishing goals and developing and implementing program budgets.

Other Qualifications

  • This job is performed in a typical office environment and outdoor settings. Exposure to inclement weather, engines and moving mechanical equipment.
