vice Presidency Context 2. Build stakeholder consensus and ensure everyone is on the same page, in agreement, and can visualize the solution being proposed 3. Develop business cases, requirements, use cases, test plans, test strategies, test cases, and operational procedures and plans. 4. Coordinate with fiduciary reviewers like Enterprise Architects, OIS by providing them the information using their artifacts and support related security testing. 5. Participate in the procurement of COTS solution where necessary including preparation of Request for Proposals (RFP), cost estimates, benefits realization summary, inputs for procurement committee, and IT Governance. 6. Ability to effectively prioritize
requirements and maintain scope on a tight leash 7. Document business processes and
workflows 8. Collaborate with Project Managers,
Tech Leads, Solution Architects, Developers etc to determine if solutions
currently exist (internally or externally) or whether new solutions are
feasible to meet business requirements and meet project milestones and
timelines. 9. Leverage rapid prototyping approaches
to present as-is/to-be processes/workflows and rough designs of the
proposed solution 10. Provide overall support to ensure the
successful design, testing, and implementation of applications that
support the business unit, Also, provide support in developing training
materials and conducting training 11. Maintain a comprehensive chronological
trail of requirements and agreements and actively contribute to the
project change control process. Document and manage issues and actions 12. Participate in the evaluation of new
products or initiatives to determine the technology support required 13. Evaluate applications and IT
environments, and analyze gaps between current and desired states 14. Propose recommendations based on
industry best practices 15. Coordinate
with vendors and oversee their deliverables. (This includes reviewing proposed
solutions and delivered code.) 16. Train business
users on applications. 17. Uphold
established processes and quality standards with respect to Business
Analysis. 18. In a
post-production environment troubleshoot systems and provide solutions to

The Information and Technology Solutions (ITS) Vice Presidency is the
World Bank’s central function for the provision of information and technology
services to the Bank’s business units. The overarching objective of the ITS
function is to provide necessary information systems and technology to support
the Bank at all global locations. The
management of business solutions, the underlying technology infrastructure and
most of the end-user IT services is centralized with ITS. ITS is structured in
a ‘federated’ operating model with dedicated application development and
management departments for each of the three Bank business lines namely,
Operations and Knowledge, IFC Corporate Information and Technology (CIT), Finance,
and Corporate Functions (also supports MIGA and ICSID). Each of business line application departments
is led by a CIO who works closely with a business line governance group to
align the systems investment portfolio with the business priorities. Shared services of underlying infrastructure
and applications platforms are provided by the Enterprise Architecture unit and
the Technology Engineering and Infrastructure department. ITS also provides shared services to IFC.
WBG Finance
ITS Unit Context
WBG Finance (ITSFI) is responsible for providing high quality,
streamlined information and technology solutions for the World Bank’s Financial
services, which include Corporate Finance, Risk Management, Controls, Treasury,
Loans, Accounting, and Concessional finance (managing donor contributions from
inception to the point of final disbursement, including IDA, Financial
Intermediary Funds and Trust Funds). ITSFI is additionally responsible for
building its IT services using a shared platform that provides scale, leverage,
reliability, and control while at the same time improving responsiveness to
emerging business needs. This position
is within WBG Risk Management and Analytics (ITSRA), the division of ITSFI responsible
for IT services for all World Bank Group Risk Management functions across
multiple vice presidencies in IBRD and IFC.
Job Opportunity
ITSRA is seeking an experienced, motivated and ambitious Business Analyst
with extensive experience in Capital Markets domains with primary focus in the
areas of Issuances, Valuation, Settlement, Accounting, Liquidity management as
well as knowledge of external ratings of securities and financial counterparts.
Core responsibilities include (i) understand
business needs as it relates to liquidity management domain with very good
knowledge of the WB Loan products, IDA products, Capital market products and
Investment products; (ii) minimize gaps,
redundancies, rework, and duplication of effort by coordinating new
requirements with Business Sponsors and project governance bodies, (iii) ensure
that the product based solutions are executed under ITS’s strategic guidelines
(technology standards, development methodology, outsourcing/offshoring… etc.),
(iv) gain an in-depth understanding of the business and its underlying
processes and data and provide technical leadership to the application support
team post product launch (v) document
business requirements in bank standard tools/templates ensuring the
requirements meet quality standards, (vi) analyze requirements and various
scenarios associated with each requirement, and (vii) prepare test cases,
perform systems integration testing, document test results, regression testing,
and assist users with User Acceptance testing.
Duties
and Accountabilities:
The candidate will actively contribute to transform the business needs
into a system that is effective and addresses the business inefficiencies that
is sustainable in the long run. The
candidate will understand and assist the technical team in the design and
implementation of systems.
Specific responsibilities
include:
1. Act as Business
Analyst for Capital Markets line of business within Treasury. Specifically, this includes Liquidity
Management, Issuances, buybacks, derivatives, valuations of
issuances/buybacks/derivatives, trade life cycle, accounting, debt
allocation as well as applications associated with these capabilities.
Knowledge
Required and Selection Criteria:
- The nature of this function demands that it be led by a Business Analyst with keen business analytic ability to ensure that opportunities are seized to optimize efficiency, effectiveness (elimination of redundant tasks), and outstanding communication skills.This requires that the candidate have: (i) excellent knowledge of capital markets business; (ii) up-to-date, best practice experience with SDLC; (iii) a robust, cross-functional perspective to be able to bridge the business to information technology gap; and (iv) a perceptive and diplomatic ability to prioritize requirements.
Candidate must have a deep understanding and experience with Project Management and its many facets.

Selection Criteria
The position
demands substantial experience in Risk management domain within a
globally-distributed enterprise. In
addition, the candidate is required to have: * Excellent communication skills (verbal & written). * Solid
experience as a Business Analyst * Be adept at
presenting agreed concepts to senior audiences and ensuring that the business
architecture definitions are clear, and signed off, with any assumptions
or dependencies clearly identified and mitigated * Teamwork and

Management
* Advanced degree in Computer Science, Finance, MBA or related field, 3+ years of professional experience in Capital markets domain.
Ideal
