Position Summary:
The Maryland Department of Health (MDH) is seeking a Licensed Speech Therapist to provide part-time, on-site Speech Therapy services at two state-operated facilities located in Hagerstown, Maryland:
Potomac Center: An Intermediate Care Facility (ICF)
SETT (Secure Evaluation & Therapeutic Treatment): A forensic residential facility
These programs serve intellectually and/or developmentally disabled adults, many of whom are court-ordered to the facilities and may have co-existing mental health disorders.
The Speech Therapist will support the functional communication, cognitive, and swallowing needs of residents through evaluations, goal setting, treatment planning, staff training, and participation in interdisciplinary care teams.
Key Responsibilities:
Speech Therapy Services
Conduct speech, language, cognition, and hearing evaluations for new residents within 30 days of arrival, and re-evaluations every three years or as clinically indicated.
Perform standardized assessments and use results to develop individualized treatment goals and track measurable progress.
Document all evaluations, therapy plans, treatment notes, and resident progress in on-site clinical records.
Monitor and support areas including hearing aid use and care, swallowing, sign language, picture communication, and cognitive functioning.
Treatment Planning and Monitoring
Establish individualized goals and objectives based on resident needs and diagnoses.
Maintain regular progress monitoring and update care plans accordingly.
Consult with facility staff regarding hearing aid care, communication methods, and other functional concerns.
Training and Staff Support
Provide sign language training and in-service instruction to staff on implementing therapy programs.
Train staff on the use of augmentative and alternative communication (AAC) devices.
Make recommendations to nursing or medical staff regarding referrals (e.g., ENT, neurology, gastroenterology) to support functional communication and swallowing.
Offer guidance on cognitive functioning strategies and how staff can support daily communication and sensory engagement (visual, auditory, tactile cues).
Orientation and Team Participation
Conduct orientation sessions for new employees on the role and scope of Speech Therapy services, upon request from the Contract Monitor.
Serve as a member of the Interdisciplinary Team (IDT), participating in team meetings during admissions, annual reviews, and quarterly updates.
Collaborate with family members, medical professionals, therapists, and direct care staff to support holistic care and treatment planning.
Work Schedule:
Average of 20 hours per week
Work must be completed on-site during Monday to Friday, 8:00 AM – 5:00 PM
Flexible scheduling allowed with prior approval from the Contract Monitor
Minimum Qualifications:
Current license from the Maryland State Board of Examiners for Audiologists, Hearing Aid Dispensers, and Speech-Language Pathologists
Certification from the American Speech-Language-Hearing Association (ASHA)
Minimum of two (2) years of experience working with intellectually disabled and/or dually diagnosed individuals
Active certification in Adult First Aid, CPR, and AED
Preferred Qualifications:
Experience in forensic, residential, or state facility settings
Strong interpersonal and communication skills
Experience with AAC devices and interdisciplinary care planning
