About the Department

General Functions: 
This is technical work involving the enforcement of the Zoning/License regulations through the processing of building plans, license applications, zoning hearings, zoning/licensing information, zoning/licensing field inspections, maps, and plats.
This classification is responsible for the work involving the application of technical knowledge and the use of objective, independent judgment to apply complex zoning code specifications. Plans range from low, medium, and multiple residential structures to commercial or industrial uses involving a multiplicity of code requirements, including landscaping coverage and licensing requirements. Makes licensing filed inspections to determine current licensee and if the manner of operation is within parameters as established by their license classifications, and all codes of the City of Homestead.

Position Duties

Essential Duties and Responsibilities:

  • Works with Reviews all types of construction plans against zoning maps, zoning regulations and procedures.  
  • Works with all business regarding license regulations.  
  • Make public hearing site inspections as needed, all in accordance with zoning regulations and procedures.  
  • Participates in all zoning related aspects of licensing.  
  • Provides the public with current zoning information relative to zoning maps and zoning regulations in person, by letter email and/or by telephone; coordinates all necessary field inspections to determine if proposed use compiles with South Florida Building Code, zoning regulations, pollution and health regulations, before issuance of license.  
  • Provides current licensing information.  
  • Makes zoning field inspections in the City areas of Homestead to determine correct setbacks on new construction and compliance with approved site plans
  • Violations of existing uses are corrected through explanation of zoning requirements to obtain voluntary compliance or through notice, court summons, and enforcement procedure by the enforcement section and the courts.        
  • Computer skills, ability to read plans, interpret zoning maps, interpret the City’s Comprehensive Plan and Zoning Code is required. 
  • Performs related work as required, as designated by the Building Official City Planner, or as assigned by the Development Services Director.

Type of Appointment/Work hours:
  • Full-time/Regular in-person position.
  • Standard workweek, which is forty (40) hours of work per week, usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
  • Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
  • Will be required to work occasional overtime or shift assignments, if applicable.
  • Designated as essential personnel.

Minimum Qualifications

Requirements:

  • Must be in possession of a Bachelor’s Degree in City or Regional Planning, or related field.
  • Must have a minimum of three (3) years of professional experience in city or regional planning, zoning, or plan processing.
  • An equivalent combination of High School Diploma, training, and at least 10 years of experience that provides the required knowledge, skills, and abilities may be considered in lieu of the stated education and experience requirements. Substitution will be evaluated on a case-by-case basis to determine relevance and comparability.
  • Must be able to comprehend and follow verbal and written instructions.
  • Must possess a valid Florida driver's license with a clean driving record.
  • Must pass a background screening process.

Equivalency Clause:
  • An equivalent combination of High School Diploma, training, and at least 10 years of experience that provides the required knowledge, skills, and abilities may be considered in lieu of the stated education and experience requirements. Substitution will be evaluated on a case-by-case basis to determine relevance and comparability.

Work Authorisation/Security Clearance:
  • The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
  • The City will also verify the identity and employment authorisation of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorisation.
