About the role
The Estates Services performs an effective maintenance service that provides a safe environment for students, staff and visitors within the University. Contributing to Cardiff University aim to be world class by keeping the University Buildings and infrastructure in a safe and usable condition that allows for their efficient utilisation and overall effectiveness.

The Maintenance Officer BeMS Controls is part of a team that supports the ongoing management and coordination of day-to-day Maintenance Operations of a discrete multi-disciplinary team to achieve a high standard of performance within Estates and Campus Facilities.
 
To be successful in this role you will have:
•    Postgraduate/Professional qualification/NVQ 5 or equivalent experience and demonstrable experience within a Maintenance Officer or similar position within a Maintenance environment
•    Substantial experience of working within specialist discipline(s), to include being competent to operate specialist technical “engineering” software diagnostics and undertake detailed design at all levels to cover the range of BEMS as operated by the University.
•    Highly developed and demonstrated consultative, interpersonal and communication skills
•    Evidence of ability to undertake and deliver specific projects and supervise short term project teams, demonstrable experience in effective contract management, particularly KPI Management
•    Substantial experience of managing a section of one or more teams, with effective time management and organisational skills, and the ability to show initiative and work effectively under pressure
•    Sound business acumen and a track record of delivering value-add impact
•    Fosters a collaborative team spirit focused on service delivery

This is a full-time (35 hours per week), open-ended post.

Salary: £51,753 - £56,535 per annum (Grade 7)

Job Description

Duties and Responsibilities

•    Manage and lead the Controls and Energy function, ensuring departmental objectives are communicated and engaged with, planning, organising, and delegating work, monitoring progress and intervening as required.
•    Manage performance, induction, and development of the section.
•    Provide professional advice and guidance on Building Services Controls / Control Systems and their related Software (Set-Up, Configuration, Networks and Controlling Algorithms) & Estate Energy Management 
•     The appointed person will be the senior authorised and responsible person for such items and their associated processes and procedures to internal and external customers that will have institution wide impacts, advising on the impact of Building Services Controls & Estate Energy Management on strategic developments and plans. 
•    Emergency back-up cover for on-call staff on a 24 /7 basis for all critical facilities, critical automated building services and sensitive Home Office regulated facilities.
•    To identify, secure and allocate resource and manage / undertake the implementation and delivery of: 
o    Energy savings / Carbon Reduction programmes / projects.
o    The review and allocation of planned and reactive job sheets for energy issues.
•    To provide a reporting mechanism for the analysis of energy consumption and associated costs.
•    To manage and arrange all Energy Performance Certificates (EPC’s) and Display Energy Certificates (DEC’s) as necessary across campus.
•    To provide accurate detailed weekly and monthly reports reflecting the current status of the above activities.
•    Take responsibility for resolving issues independently within the specialised fields of Building Services Controls & Estate Energy Management where they fall within set role objectives, using judgement and creativity to suggest the most appropriate course of action and ensuring complex and conceptual issues and solutions are understood. 
•    Plan and deliver Estate related Building Services Controls & Estate Energy Management works and associated projects that have a Estates Department and University wide impact, managing the operation of project teams as needed, planning, organising and delegating work, monitoring progress and intervening as required
•    Investigate and analyse specific issues within Building Services Controls & Estate Energy Management, creating recommendation reports. 
•    Ensure that the provision of Building Services Controls & Estate Energy Management is delivered to the institution in accordance with the Estates Electrical and Mechanical Safety Policies, Statutory, Regulatory and Good Industry Practice requirements, proactively changing the delivery according to customer requirements, contributing to the development of institution wide standards within Building Services Controls & Estate Energy Management
•    Establish relationships with key contacts to ensure role objectives are met, developing appropriate communication links with the University’s Schools/Directorates and outside bodies as required
•    Create specific working groups from colleagues across the University to achieve Estates Department and University Campus wide objectives 
•    Develop and deliver training within Building Services Controls & Estate Energy Management and with others across the University
•    Instruct and guide other employees across the University within Building Services Controls & Estate Energy Management
