The Prince George’s County Office of the Sheriff is currently seeking qualified applicants to fill a Human Resources Analyst 4G, grade G27, position, in the Bureau of Administration/Personnel Division & Recruitment.



About the Position

This is supervisory, professional level staff and administrative work in a personnel program area such as classification and compensation, recruitment and examination, employee and labor relations, training and career development, and/or benefits and retirement.  In this position, incumbents assist a Human Resources Manager or higher-level supervisor in the specific assigned personnel program area(s).  Personal contacts include other staff members to exchange information, coordinate assignments, and resolve problems.  Contacts are also made with upper management, supervisors, and employees in other County departments to obtain information or inform departments about personnel policies and procedures.  Other contacts occur with representatives from agencies or organizations outside the County government to conduct research, obtain guidance, provide information, and participate in recruitment events.  Additionally, Incumbents in this class occasionally counsel employees or job applicants, and direct service or assistance to the public is limited.
 

About the Agency

The Prince George's County Office of the Sheriff has been a vital link in the criminal justice system for more than 300 years, providing the citizens of Prince George’s County with professional, transparent, and effective law enforcement service. The Office of the Sheriff serves as the law enforcement arm of the courts, responding to domestic violence calls, processing warrants, civil papers, domestic violence peace and protective orders, Emergency Psychiatric Petition (E.P.S.) orders, and the execution of evictions. The Office of the Sheriff is also responsible for court security, providing security and protection for visitors to our courthouses and securing courtrooms and holding areas. Deputies transport prisoners and are responsible for extraditing fugitives from other states.

Position Duties

 

Classification and Compensation:

  • Involves planning and conducting classification studies of a variety of occupational classes, collecting and analyzing salary data, conducting a range of special classification or compensation, related assignments and processing appeals of classification decisions.

  • Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law.

  • Performs classification and compensation work in conjunction with management studies, job analysis, position audits, allocation of positions, salary surveys, and preparation of class specifications.

  •  Provides internal consulting services to County Departments/Agencies, work groups, county task forces in the areas of strategic planning and implementation, process design, and organizational interventions.

  • Leads and conducts more difficult and complex classification studies of selected individual positions and prepares draft classification recommendations.

  • Reviews positions and job classifications to determine if tasks and medical requirements present artificial barriers to employment of handicapped individuals.

  • Participates in salary surveys for large jurisdictions and analysis of salary data; utilizes automated data processing applications to store, analyze and display salary data.

  • Obtains and provides answers to procedural questions for employees, managers and department heads concerning classification and compensation matters; assists in resolving problems.

  • Prepares recommendations, narrative reports, and related work products reflective of the respective divisional missions, goals and objectives.

  • Represent the Office of Human Resources Management or Department/Agency on various committees, meetings, and professional organizations (i.e., Proposal Analysis Group, Local Government Personnel Board, and International Public Management Association for Human Resources).

  • May be required to testify in front of an administrative hearing board and present clear and convincing evidence to support recommendations from completed studies, analysis, and audits.

  • Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.

Recruitment and Examination:

  • Involves development and implementation of recruitment strategy, examination development and administration, and analysis of applicant qualifications in support of the County Government's hiring and promotional processes.

  • Assists or leads recruitment activities for the Office of Human Resources Management or Department/Agency.

  •  Manages the County's employment testing program.

  •  Prepares examinations, construction of test items, review of applications, rating of education and experience, the establishment of eligible lists, and development and interpretation of psychological instruments and data.

  • Reviews applicants' qualifications to determine if minimum qualification requirements are met.

  • Performs reference checks on potential applicants for County employment; and arranges for pre-employment physical examination and orientation of new employees.

  • Responds to applicant inquiries both orally and in writing; provides employment information to potential applicants by telephone or in person.

  • Represent the Office of Human Resources Management or Department/Agency on various committees, meetings, and professional organizations (i.e., Proposal Analysis Group, Local

  • Participates with supervisors, managers and other staff in developing or restructuring positions to accommodate disabled employees.

  • Reviews positions and job classifications to determine if tasks and medical requirements present artificial barriers to employment of handicapped individuals.

  • Screens vacancies and matches the qualifications of the disabled with the requirements of the position.

  • Maintains contacts within the community and may travel considerably, often to job fairs and college campuses, to search for promising job applicants.

  • Provides information to managers concerning various employment, related to procedures, including recruitment, examination, transfer, promotion, and demotion.

  • Performs related duties as required.

Employee and Labor Relations:

  • Involves development and implementation of collective bargaining strategy in the negotiation of labor agreements and the carrying out of the meet and confer process; administers the contract grievance procedure and reviews all adverse actions for merit and procedural consistency.

  •  Involves development, administration and evaluation of equal employment opportunity, individuals with disabilities retraining, placement and accommodation, and career enhancement programs, and resolution of EEO complaints.

  • Maintains the official personnel files for active and inactive employees.


Training and Career Development:

  • Involves development and administration of training programs, assisting departments with specific/specialized training, administering tuition assistance program, educational leave requests, and administering the volunteer internship program.

  • Provides recommendations on approval on Employee Tuition Assistance requests which involve issuance of periodic training announcements, counseling employees on benefits and requirements, and monitoring payments to educational institutions.

  • Monitors the effectiveness and outcomes of the Volunteer Internship Program

Benefits and Retirement:

  • Provides information to management and employees on matters related to employee benefits and services.

  • Designs and conducts benefits seminars, open enrollment meetings, and new employee orientations.

  • Determines benefit entitlements for employees.
     

Minimum Qualifications

Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: 

  • Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
  • Three (3) years of professional level human resources experience with at least one (1) year in a lead/supervisory role
An equivalent combination of relevant education and experience may be considered. Please note there is no equivalency for supervisory experience.
