Frederick County Government is seeking an experienced Project Director to lead and oversee a diverse portfolio of county-wide initiatives. This position plays a critical role in managing complex projects across multiple departments including capital improvements, facilities, infrastructure, and operational enhancements. The ideal candidate brings proven expertise in successfully delivering high-value projects, building strong partnerships with internal and external stakeholders, and driving initiatives to completion on time, within scope, and on budget.

Position Duties

As a Project Director, you will:

  • Lead the planning, coordination, and execution of capital improvement projects, grant-funded initiatives, and infrastructure upgrades.
  • Develop and manage detailed project plans, budgets, and schedules to ensure projects meet established goals.
  • Facilitate project team meetings, provide regular updates to County Administration and the Board of Supervisors, and ensure clear public communications.
  • Monitor progress, identify risks, and implement effective mitigation strategies.
  • Manage contracts, Requests for Proposals (RFPs), procurement processes, and vendor relationships.
  • Ensure compliance with local, state, and federal regulations as well as grant and procurement requirements.
  • Collaborate across County departments and with external partners to align projects with strategic priorities.
  • Support the development of long-term planning and prioritization for future County projects and infrastructure.

Minimum Qualifications

  • 5+ years of full-cycle project management experience in local government, capital, facilities, construction, or infrastructure required.
  • Bachelor’s degree in Public Administration, Business Administration, Project Management, Engineering, and/or equivalent work experience.
  • Must possess Project Management Professional (PMP) or related project management certification.
  • Must possess a valid Driver’s License and have held it for at least 2 years
  • Analytical problem solver with the ability to develop practical solutions for complex challenges.
  • Excellent communication and interpersonal skills with the ability to work effectively with elected officials, senior leadership, team members, contractors, and the public.
