Job Description: The position is accountable to the Director of Population & Public Health for the provision of program management services and, with the Director, is responsible for accounting/financial processes related to the various department cost centers.  The main focus of this position is to effectively and efficiently deal with financial, logistical programming operations, and administrative/personnel issues.  The incumbent will understand the dynamics of the department including knowledge of computer and telephone technology, business processes and service delivery.

Education

  • University degree or college diploma in business administration or commerce with courses in public administration, accounting and human relations, or an equivalent level of education.

Experience

  • A minimum of three to five years of management experience in a health related environment, including a minimum of two years in a supervisory role.

Knowledge, Skills & Abilities

  • Knowledge of operating and administrative procedures and policies governing the division.
  • Budget preparation, control and methods of monitoring.
  • Knowledge of labor legislation, union negotiations and grievance procedures.
  • Demonstrated capacity to manage program staff including ability to clearly define roles and responsibilities and to evaluate performance and determine training requirements.
  • Ability to prepare directly or through subordinates, administrative, technical and statistical reports, and to ensure records and documentation is maintained.
  • Interpersonal competencies including sound judgment and the ability to respond effectively under pressure.
  • Capacity to provide leadership and interest in working collaboratively with program managers.
  • Ability to coordinate programs within the department maintaining day to day administrative operations.
  • Knowledge in contacting suppliers and evaluating products in conjunction with managers.
  • Communication skills including ability to prepare concise reports.
  • Knowledge of computer programs and skills.
  • Skill in organizing assigned activities effectively and efficiently to provide maximum services.
  • Demonstrate innovation and ability to direct change.
