- Work closely with District administration and staff to gain understanding of strategic initiatives, programs, and goals and identify challenges where external funding opportunities may exist.
- Research and recommend funding opportunities from a broad range of sources linking their compatibility with District needs.
- Research identified grant opportunities to ensure all appropriate criteria and guidelines are able to be met and followed.
- Responsible for writing grant proposals, completing application materials; ensuring timely submission of information and coordinate follow up.
- Responsible to staying up to date on new and proposed grant regulations, changes, processes and laws.
- Maintain sound practices to manage and direct the grant administration functions of the District to improve operational efficiencies.
Responsible for preparing and filing required compliance documentation and ensure compliance with processes, policies and federal/state laws and regulations.
Develop and monitor grant budgets to ensure appropriate allocation and use of funds.
Work with finance staff throughout grant cycles to ensure fiscal compliance of all grants received by the District.
Monitor spending to ensure expenditures align with grant objectives, requirements, and allowability, flagging potential compliance issues.
Work with finance staff to track and monitor grant budgets, providing oversight and guidance to ensure adherence to budget constraints and financial reporting requirements.
Liaison to non-public schools through required consultation regarding grant allocations, budget development, monitoring, and compliance.
Communicates District policies and procedures to non-public schools.
Create and manage a comprehensive district-wide grants calendar, including record management procedures for required compliance and reporting.
Submit grant proposals, outcomes and reports as determined by the grants calendar and grant reporting requirements.
Recommend strategies, policies, and procedures related to proposals to ensure compliance with authoritative guidelines.
- Monitor workflow process for non-student activities fundraising requests.
- Complete additional projects as assigned.
- Participate as a representative on District and out-of-District committees.
- Participate in all mandatory training or training appropriate to the position as required by the District.
- 1–3 years of progressive experience in grants management, grant compliance, or related administrative/financial roles (preferably in education or nonprofit)
- Bachelor’s degree in Public Administration, Education, Finance, Business Administration, Accounting, or related field
- Working knowledge of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200)
- Awareness of key federal education statutes (e.g., Elementary & Secondary Education Act / Every Student Succeeds Act, IDEA, Title I, etc.) and state-level education grant rules/regulations in North Dakota
- Demonstrated experience in federal/state grant compliance and reporting
- Ability to develop, monitor, and reconcile grant budgets; cost allocation; understanding of allowable vs. unallowable costs under federal/state rules
- Demonstrated ability with research skills, technical writing abilities, and knowledge of grant writing acumen
- 3-5 years of progressive experience in grants management, grant compliance, or related administrative/financial roles (preferably in education or nonprofit)
- Master’s degree in Public Administration, Education, Finance, Business Administration, Accounting, or related field
- Experience managing large, multi-year federal grants and programs (e.g. ESSA, pandemic relief grants)
- Deep knowledge of EDGAR, Uniform Guidance, OMB circulars, DOE program-specific regulations
- Experience in both pre-award (proposal development, needs analysis, grant narrative) and post-award (implementation, compliance)
- Experience interpreting evolving federal/state grant policy changes and advising leadership accordingly

Position Purpose: The Grant Manager is responsible for researching grant funding opportunities (federal, state and local/private) and writing grant proposals to secure financial support for District priorities. Coordinate the planning, application submission, implementation, evaluation, fiscal accountability and reporting for all grant funding. Work closely with administration and other District staff to determine and develop fundable opportunities from innovative ideas and research projects that can be marketed effectively to local, state and national partners.
