TITLE: Chief Engineer (IUOE Local 30)

ORGANIZATION RELATIONSHIP: Reports to Director of Facilities
JOB PURPOSE: To maintain the overall effective and efficient operation, maintenance and repair of all mechanical, electrical systems associated with mechanical systems, plumbing associated with the mechanical systems, HVAC, and life and safety systems for the central plant and buildings assigned to Local 30 engineers. This includes comprehensive management of the engineering staff, adherence to all Local 30 collective bargaining agreements, and ensuring compliance with all governmental and safety regulations. The Chief Engineer serves as a technical leader, administrator, and hands on maintenance professional, committed to providing the highest quality service and operational excellence.
ESSENTIAL DUTIES AND RESPONSIBILITIES Technical and Operational Leadership- System Management: Plan, coordinate, and supervise all mechanical operations, maintenance, and repair activities for major building systems, including HVAC (chillers, boilers, air handlers), electrical associated with mechanical systems, plumbing associated with mechanical systems, fire/life safety, and Building Automation Systems (BAS).
- Preventative Maintenance (PM): Develop, implement, and maintain a comprehensive preventative maintenance program to maximize system reliability and efficiency.
- Troubleshooting: Personally perform advanced troubleshooting and hands-on repairs for complex equipment malfunctions.
- Project Management: Coordinate with the Director of Campus Facilities on all capital and operational projects associated with the central plant and buildings assigned to Local 30 engineers
- Supervision: Provide effective daily leadership, supervision, training, and performance evaluation for all engineering staff, typically comprising Stationary Engineers
- Labor Relations: Administer the IUOE Local 30 Collective Bargaining Agreement (CBA), including scheduling, work assignments, overtime approval, managing grievances, and ensuring all departmental operations are in strict compliance with union and Wagner College rules.
- Safety and Training: Ensure all team members adhere to strict safety standards, including OSHA compliance. Conduct regular safety training and maintain a safe working environment.
- Budgeting: Assist the Director of Campus Facilities in developing and managing annual operating and capital expense budgets for the engineering department and facility systems.
- Documentation: Maintain comprehensive, accurate records of maintenance activities, equipment performance, compliance logs (e.g., chiller logs, fire pump logs), project files, and required City/State documentation.
- Regulatory Compliance: Ensure all facility operations and maintenance activities comply with local, state, and federal codes, including NYC Department of Buildings (DOB), Fire Department (FDNY), and environmental regulations.
- Vendor Management: Assist with vendor and service contractor relationships, ensuring high-quality and cost-effective services for any and all work beyond the ability of the engineering staff
- Communication: Maintain professional, ongoing communication with property management and vendors regarding operational status, maintenance schedules, and project progress.
- Emergency Response: Be available 24/7 and respond quickly to all emergency situations (e.g., fire alarms, equipment failure, flooding, etc…) and customer concerns. Develop and manage emergency response plans for the central plant
QUALIFICATIONS Education and Experience
- High School Diploma or equivalent required; Bachelor's degree in Engineering, Facilities Management, or a related field is often preferred.
- Minimum of 7 years of progressive experience in building engineering or maintenance, with at least 3-5 years in a supervisory or management role.
- Proven experience managing building systems in a large-scale commercial, residential, or institutional property in New York City.
- Demonstrated experience managing an engineering staff under an IUOE Local 30 Collective Bargaining Agreement (CBA).
- Must possess a valid NYC Stationary Engineer's License (or equivalent license applicable to the specific property type).
- Relevant licenses or certifications may be required based on the facility (e.g., Refrigeration Operating Engineer License).
- Certifications such as : FDNY COF F01,S95,F60,G35,S13,G60,Q01,S12
- Expertise in the operation and maintenance of large-scale HVAC, electrical, plumbing, and fire/life safety systems.
- Strong knowledge of NYC Building Codes and Regulations.
- Proficient in using Building Automation Systems (BAS) and computerized maintenance management systems (CMMS).
- Exceptional leadership, organizational, and delegation skills.
- Outstanding verbal and written communication and interpersonal skills to effectively manage staff, negotiate with vendors, and communicate with ownership/tenants.
Compensation is highly competitive and determined by the Local 30 Collective Bargaining Agreement (CBA) and specific property contract.
- Hourly/Salary: Pay rate based on the Local 30 contract wage schedule for a Chief Engineer.
