About the Department
Under the direction of the Emergency Manager, the Code Enforcement Officer is responsible for the enforcement of the county regulations, and ordinances. Duties include, but are not limited to, investigation of complaints, issuance of citations, preparing documentation for legal proceedings, prosecution of cases, and testifying in court as required.
Position Duties
- Responsible for enforcing County ordinances in the areas of, but not limited to, fireworks, open burning, solid waste, junked vehicles, abandoned property, miscellaneous junk, weeds, and trash ordinances or other ordinances as deemed necessary by the County Manager.
- Responsible for issuing misdemeanor citations related to code violations, and works with staff from other departments to identify and resolve code violations, as well as other public safety hazard issues.
- Analyze, investigate, and interpret complex code enforcement issues.
- Receive and respond to citizen complaints regarding code violations. Investigate complaints for validity and possible compliance action in a timely manner.
- Patrol the County and enforce County Ordinances.
- Develop and maintain reports, as required, to document complaints and complaint progress/resolution.
- Meet with citizens concerning compliance issues.
- Consult with County Manager, County Attorney, and County staff on compliance issues, citations, and prosecutions.
- Give periodic reports to the County Commission and Management on project status.
- Prepare documentation for legal proceedings and testify in court as required.
- Follow through on complaints and court proceedings as necessary.
- Must be knowledgeable with County Ordinances, making suggestions for any necessary changes or updates.
- Work is primarily performed alone, both with and without directions.
- Perform related tasks as required and other job duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of court terminology, policies, and procedures.
- Must be able to communicate verbally and in writing with co-workers, Commissioners, Management, as well as the general public.
- Must be able to develop and utilize spreadsheets, word processing documents, and other computer programs required in the performance of duties.
- Must be able to apply sound reasoning and judgement in the performance of job duties.
- Must be able to follow directions, both written and verbal, in English.
- Knowledge of principles, laws, regulations, ordinances and practices of code enforcement.
- Knowing techniques of investigation relative to code enforcement.
- Two-way radio protocol.
- Geographic layout of the County.
- Knowledge and ability to operate modern office procedures, methods of computer equipment.
- Procedures and techniques of dealing with the public in a tactful but firm manner in order to assure compliance with regulations.
- Safely operate a four-wheel drive vehicle over rough and uneven terrain.
- Maintain a calm demeanor under stressful situations.
- Prepare, maintain, and process accurate records and correspondence for case management, including evidence and investigative findings; track and present cases in court.
Minimum Qualifications
- High school diploma or G.E.D
- Possess two (2) years of full-time experience, or knowledge in, code enforcement, criminal justice, public safety or related field. A combination of education and experience will be considered.
- Must successfully pass a pre-employment drug screen and background check
- Possess a valid NM Driver’s License.
- Must have no DWI conviction within the past three (3) years.
