Wage: $3,157.88 to $3,947.38 biweekly
Job Type: Full Time, on-call
Location: Castle Rock/Hybrid
Closing Date: 10/12/2025 or until filled
Purpose: Reporting to the Director of Infrastructure Services as a functional manager, the Safety & Security Manager manages and maintains a comprehensive physical safety and security program for Douglas County Libraries (DCL), including risk assessment, emergency preparedness, and response. This role serves as a liaison with law enforcement and collaborates with other department managers to ensure secure facilities, staff training, and effective incident response and reporting. The Safety & Security Manager works closely with the Director of Infrastructure Services, the Senior Leadership Team, and cross-departmental teams to advance organizational goals.
Essential Duties and Responsibilities:
Functional Expertise (35%)
- Manages and maintains DCL’s physical safety and security program, aligning this work with DCL brand, values, and priorities. Devises methods to evaluate this program and directs evaluations.
- Consults and collaborates with the Safety & Security Committee to develop and implement internal safety and security protocols and procedures that promote safe and healthy working conditions based on industry best practices. Emphasizes partnership and shared responsibility for creating a safe and welcoming environment.
- Leads facility safety and security audits to detect potential or existing hazards, recommends corrective actions, and collaborates with the appropriate managers to mitigate.
- Manages and plans employee safety communications that promote safety awareness and minimize or eliminate occupational injuries. Organizes and leads all safety and security drills.
- Coordinates with the Safety & Security Committee to consistently implement procedures to handle customer safety and security incidents. Collaborates with HR/L&D to identify training to help deescalate difficult situations and prepare staff for emergency response.
- Acts as a liaison with local law enforcement and county government entities. Supports and utilizes community partnerships that promote safety and security. Attends relevant safety and security community meetings and events.
- Applies data insights and industry best practices to optimize departmental operations.
Organizational Resiliency Program (ORP) Facilitator (25%)
- Monitors, tests, and oversees ongoing maintenance of DCL’s ORP.
- Acts as the primary facilitator for DCL’s Organizational Resiliency Program, working with the crisis management team (CMT) to activate the appropriate plan for the situation; clearly and effectively communicates process controls and project logistics to keep the CMT aligned with objectives of the ORP.
- Administers and configures DCL’s incident reporting system. Works with cross-departmental managers to ensure accurate, effective, and timely reporting and follow through of the assigned workflow.
- Provides functional direction, ongoing feedback, and consistent support on safety and security issues aligned with DCL’s brand, values, and priorities
- Responds to escalated or critical incidents and provides on-call support as needed.
Leadership / Department Operations (35%)
- Manages departmental operations, priorities, and workplans in alignment with DCL policies, procedures, and goals; provides backup support to the director as needed.
- Applies strategic thinking, effective communication, and a proactive approach to strengthen operations and lead change initiatives.
- Develops the department budget and manages resource allocation; ensures timely, accurate invoice submission per purchasing guidelines.
- Evaluates, selects, and manages vendor relationships to support departmental services; establishes vendor performance standards, ensures service-level accountability, and leads contract lifecycle planning.
- Develops collaborative, cross-functional partnerships to advance departmental and organizational priorities.
- Contributes to Library Leadership, division leadership, and district-wide initiatives; represents DCL externally, as required.
Other Duties (5%):
- Develops proficiency in relevant industry and organizational technology.
- Engages in DCL’s performance feedback process and meets departmental expectations, policies and procedures.
Perform other duties as assigned.

Requirements
Experience and Qualifications:
Required
- Bachelor’s degree in public safety, health and safety, law enforcement or related field.
- Five years of safety/security experience.
- CPR/First Aid/AED certification required or ability to obtain within 6 months of hire date.
- Intermediate skills in Microsoft 365 or other productivity, collaboration, and cloud-based services software. Ability to learn and apply new technologies.
Preferred
- Master’s degree
- Previous work with non-profit or governmental entities
- Advanced training or certification in safety and security
- Previous work with and/or for law enforcement entities
- Previous work in customer service
A combination of experience and education will be considered.
Physical Requirements: Must have a reliable method of transportation between all DCL locations. Must have the physical ability, stamina, mobility and manual dexterity to support a 7-day a week operation. Work at computer work-stations repetitively and for extended periods. Ability to read as small as 8pt font.
