Treasury and Risk Management (TRM) is responsible for managing the government's cash resources, borrowing programs, financial risk management, liquidity and banking activities. The division provides investment policy advice and portfolio planning and evaluates the investment performance of government investments, including the Alberta Heritage Savings Trust Fund. TRM, on behalf of the province, is responsible for administering the program that provide loans to local authorities for capital projects. TRM assists in the identification, measurement and control of the risks of accidental loss to government.

Role Responsibilities

Are you ready to take the lead in coordinating middle office operations involving debt, investment, and derivative settlements? Our expanding middle office operation requires effective supervision and strategic management of daily activities.

As the Manager, Debt Operations and Cash Forecasting, you will play a pivotal role in overseeing critical financial operations that impact our province's financial health and reputation. Reporting to the Executive Director, Treasury Operations, you will lead a dynamic team and collaborate with internal stakeholders and financial institutions across Canada and abroad.

Key Highlights of the Role:

  • Strategic Leadership: Take charge of coordinating debt operations, investment strategies, and risk management practices to safeguard our financial assets and liabilities.
  • Financial Modeling Expertise: Develop and maintain complex financial models to analyze and value fixed income, investment, loans, and derivative transactions/portfolios.
  • Borrowing Programs Management: Lead the preparation of regulatory submissions for domestic and foreign debt programs, ensuring compliance and exploring cost-effective borrowing opportunities.
  • Cash Forecasting Mastery: Provide leadership to the Cash Forecasting team, ensuring accurate reconciliation of cash forecasts and proactive liquidity management.
  • Processing and Settlements Oversight: Ensure accurate and timely settlement of government borrowing, derivative, investment, and collateral transactions, maintaining rigorous record keeping and compliance.
  • Reporting and Analysis: Coordinate timely reporting to senior management and stakeholders, including risk management, compliance, and financial projections.

Qualifications

A university degree in Commerce or Business with a specialization in Finance or a degree in a related area, plus a minimum of four (4) years progressively responsible experience.

The following would be considered as assets:

  • Completion of or enrolment in the Chartered Financial Analyst (CFA) and/or Certified Treasury Professional (CTP) programs would be beneficial. A financial designation is preferred. 
  • Experience using integrated treasury management system software or platform is an asset. 
  • An understanding of debt markets, financial derivatives, portfolio theory and basic accounting principles are required.
  • Related experience in a capital market, treasury and/or banking environments and/or knowledge of proper banking procedures (particularly with respect to security and payment settlements) would be beneficial. 
  • Strong computer skills combined with financial modelling experience is required.
  • Strong interpersonal skills to deal with a variety of subject matter experts, many of which may have highly technical backgrounds and/or non­financial professional roles, are needed.
  • Proficiency in MS-Office, banking platforms, Bloomberg and Treasury management tools and systems are required.

This position includes one permanent full-time position, working 36.25 hours per week, Monday to Friday. This position will be located at Queen Elizabeth II Building, 9820 107 St NW, Edmonton.
