About the Position

Reporting to the East Tennessee Construction Coordinator, the East Tennessee Project Manager will be responsible for planning, coordinating, and overseeing new home construction projects to ensure they are completed on time, within budget, and in compliance with all applicable building codes. This role is key to fulfilling ASP’s mission of making homes warmer, safer, and drier for families in Central Appalachia.

 

The ideal candidate will be an organized and collaborative professional who can manage multiple projects simultaneously, effectively lead teams of subcontractors and volunteers, and communicate clearly with both internal staff and external stakeholders. There are two openings for this role.


Job Responsibilities

Project Planning & Oversight

  • Plan and manage all phases of new construction projects from pre-construction through final completion.
  • Develop and maintain detailed project timelines, aiming for completion within 4 months per build.
  • Ensure that construction work is completed according to design specifications and within approved budget.

Team Collaboration & Supervision

  • Work closely with other staff members, subcontractors, and volunteers to promote effective teamwork on job sites.
  • Schedule and monitor subcontractors and volunteer work crews, ensuring alignment with project plans.
  • Oversee volunteers each day ensuring they have needed materials and clear instructions and a plan on duties/jobs assigned.
  • Provide quality control over all subcontractor and volunteer work.
  • Foster a safe, respectful, and inclusive work environment for all individuals on site.

Budget Management

  • Make cost-effective decisions to stay within funding constraints while maintaining quality standards.
  • Ensure stewardship of all materials used during the building process to limit waste.

Code Compliance & Quality Control

  • Ensure that all work meets or exceeds applicable local and state building codes and safety regulations.
  • Approve necessary field changes or modifications to standard construction drawings in coordination with the design and construction teams.

Material Procurement & Logistics

  • Coordinate with staff to ensure timely ordering and delivery of materials to worksites.

Stakeholder Communication

  • Maintain consistent and transparent communication with stakeholders, including internal departments and external partners.
  • Provide regular updates to case management staff on construction progress and any changes that may impact family timelines.
  • Collaborate with case management staff to ensure full compliance with grant requirements.

Site Safety

  • Enforce safety standards and best practices on all worksites.
  • Conduct regular safety checks and ensure that all workers and volunteers receive necessary training.


Candidate Description

Qualifications:

  • Proven experience in residential construction project management (new construction experience preferred).
  • Strong understanding of construction methods, codes, and safety practices.
  • Experience managing budgets, subcontractors, and volunteer labor.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively in a mission-driven, team-oriented environment.
  • Commitment to ASP’s mission and values.

Physical Requirements:

  • Ability to work on active construction sites, including climbing ladders, ability to lift 100 pounds, moving materials, and navigating uneven terrain.
  • Willingness to travel to and between construction sites as needed.

  • Leave:
    • Personal: 15 days paid annually, with increases after 2 and 5 years
    • Holidays: 10 paid holidays. Christmas break, which is counted as one holiday, begins December 26 and ends January 1.
    • Sick leave: 12 paid sick days per year.
