SALARY: The salary range for this position is $99,370.93 to $156,207.04. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.

The New Jersey Judiciary Appellate Division's Administrative Services Office of Technical Applications is seeking a manager to oversee the statewide policy development, implementation, and oversight of CourtSmart, the court record, information technology and transcript functions. Under the direction of the Court Executive 3A (Deputy Clerk of the Appellate Division), the Court Executive 2A (Appellate IT Manager) position is responsible for three distinct sections within the Appellate Division: IT Staff, Field Representatives, and the Transcript Unit.
In addition to the judges, court managers and staff customers of this unit include but are not limited to the public, attorneys and state, county and local executive branch agencies. The candidate must be able to collaborate and coordinate with other areas of Administrative Services, including but not limited to, purchasing, facilities, and budget. Significant leadership experience, technology expertise and excellent interpersonal and presentation skills are necessary for success in this position.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.
Position Duties
Regular and predictable physical presence at the worksite is an essential function of this position.
Maintaining and upgrading of computer and computer related equipment for all Appellate Division staff, judges, judge's secretaries, law clerks, interns and official court reporters who are in multiple locations throughout the state. This includes iPads, laptops, PCs, printers, network, and cell phone support. They are also responsible for providing education and orientation to new Appellate Division judges and their staff.
- Policy development, implementation, and oversight of a statewide CourtSmart application which encompasses all vicinage applications and additionally municipal technical support relating to the Court Record. This includes over 500 CourtSmart recording systems in courtrooms and hearing rooms across the 21 counties, Tax Court, and Supreme Court. The candidate is responsible for overseeing regional field staff responsible for supporting the vicinages to ensure the accurate operation of CourtSmart; providing educational group sessions for Superior Court judges and staff on the use of CourtSmart in the courtroom and the Thin Client software; providing one-on-one courtroom support for training court staff and providing the vicinages assistance with CourtSmart related issues. Responsible for review of the specifications and installation of any electronic recording devices in the courtrooms, hearing officer rooms or for bail hearings and provide assistance regarding the Assistive Listening Devices for hard of hearing litigants.
Recording and streaming of the Supreme Court and Appellate Court Oral Arguments.
Responsible for all aspects of the unit and staff responsible for the ordering and processing of all transcripts ordered on appeal.
Performs other work as required, including development of tools and materials designed to assist the Appellate Division.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
