Job Summary
The IGSA Transportation Manager is responsible for the operational leadership, coordination, and oversight of the City of Fountain’s Intergovernmental Support Agreement (IGSA) Transportation Program in partnership with Fort Carson. This position manages the delivery of high-quality on-demand and fixed-route transportation services, supervising a team of dispatchers and drivers while ensuring safety, compliance, and exceptional customer service. The Manager plays a central role in developing and maintaining program policies, operational standards, performance reporting, and financial accountability. This position must be capable of performing all operational duties as needed, including driving and dispatching, and is expected to be proficient with the technology and systems that support modern micro-transit operations. Reporting to the Assistant City Manager and working closely with the Transportation Director and Transit Supervisor, the IGSA Transportation Manager serves as a key representative of the City and a visible leader who upholds the City’s values, promotes cross-departmental collaboration, and champions the success of the IGSA Transportation Program.
Program and Position Statement:
This position is contingent upon the continued operation and funding of the Intergovernmental Support Agreement (IGSA) Transportation Program between Fountain and Fort Carson. Should the agreement be canceled, no longer funded or otherwise rendered inactive, this position, along with all other positions associated with the program, will be subject to elimination. Continued employment is not guaranteed beyond the duration or scope of the IGSA Transportation Program. The Transportation IGSA is a 10-year agreement and has been fully funded for 2026.
Duties and Responsibilities
- Lead the operational development and implementation of the City’s Intergovernmental Support Agreement (IGSA) Transportation Program in partnership with Fort Carson.
- Work closely with the Assistant City Manager and Transportation Director to build and expand on-demand and fixed-route transportation services.
- Assist with establishing policies, procedures, and standard operating guidelines for the new IGSA Transportation Division.
- Ensure that all IGSA services align with the defined scope of work, contract deliverables, and the expectations of Fort Carson and the City of Fountain.
- Supervise and direct all aspects of the daily operations of the IGSA transportation services, including two full-time dispatchers and up to twenty part-time drivers.
- Monitor route efficiency, response times, scheduling, customer service, and compliance with all established service standards in accordance with the IGSA scope of services.
- Coordinate closely with the City of Fountain’s Transit Supervisor to ensure operational consistency and integration with citywide transportation initiatives.
- Demonstrate the ability to perform all operational roles in the program, including driving, dispatching, and field troubleshooting, as needed.
- Hire, train, supervise, and evaluate IGSA drivers and dispatch staff, ensuring high standards of safety, professionalism, and customer service.
- Maintain accurate employee schedules, manage time-off requests, and ensure adequate shift coverage.
- Provide support, coaching, corrective action, and progressive discipline in accordance with City Human Resources policies and practices.
- Foster a positive and accountable team environment that prioritizes safety, efficiency, and customer satisfaction.
- Oversee vehicle safety inspections, preventative maintenance scheduling, incident documentation, and reporting.
- Ensure all drivers possess and maintain valid licenses and certifications appropriate to their duties.
- Enforce compliance with all applicable local, state, and federal transportation regulations, as well as City of Fountain policies and Fort Carson access and security protocols.
- Lead regular safety briefings and support staff training on defensive driving, emergency procedures, and incident response.
- Partner with the IGSA Transportation Administrative Coordinator to ensure timely and accurate processing of timesheets, payroll records, mileage logs, and fuel tracking.
- Manage IGSA-related invoicing, billing documentation, and coordination with the City of Fountain’s Finance Department.
- Participate in annual budget planning, IGSA financial reporting, and cost tracking for accountability and compliance.
- Support performance metrics, service data analysis, and reporting requirements for both internal and intergovernmental stakeholders.
- Maintain proficiency with all micro-transit technology systems used for scheduling, dispatch, route mapping, fleet tracking, and customer communications.
- Train staff in the use of relevant software applications, including driver tablets, GPS systems, and dispatch consoles.
- Troubleshoot basic technical issues and coordinate with IT vendors or internal support as needed.
- Monitor system-generated data for service improvements, operational accuracy, and reporting.
- Serve as the primary point of contact for IGSA Transportation operational matters with Fort Carson representatives.
- Address and resolve customer service concerns, complaints, and service-related inquiries in a timely and professional manner.
- Provide outstanding customer service and uphold quality control standards across all IGSA transit operations and public interactions.
- Represent the City of Fountain in meetings, briefings, and regional transportation or military partnership forums.
- Foster positive working relationships and clear communication with other supervisors, managers, department directors, and City staff to ensure coordination, collaboration, and mutual support across departments. Serve as a role model who exemplifies the City’s mission, values, and service culture, and act as a visible champion and ambassador of the IGSA Transportation Program.
- Perform other duties and special projects as assigned by the Assistant City Manager or Transportation Director.
Supervisor Duties
This position directly supervises two full-time dispatchers and up to twenty part-time drivers and serves as the highest-ranking staff member assigned exclusively to the IGSA Transportation Program. The Manager is responsible for recruiting, training, scheduling, evaluating, and developing transportation personnel, and ensures the program is properly staffed to meet service demands. The role includes implementing performance standards, providing coaching and corrective action, and promoting a team culture centered on professionalism, reliability, and public service. The Manager is responsible for supporting the development of the program budget, monitoring expenditures, ensuring proper financial documentation, and contributing to accurate and timely invoicing and reporting under the IGSA contract. In addition, the Manager is expected to identify and implement opportunities for operational efficiencies, service improvements, and cost-effective practices. The Manager works collaboratively with other City supervisors and department leaders, serves as a role model of the City’s values, and acts as a visible advocate for the success and long-term sustainability of the IGSA Transportation Program.
Work Environment
The work environment for this position is primarily an office setting within the City of Fountain or a designated IGSA Transportation Program facility. The role requires frequent use of computers, dispatch software, mobile devices, and other office equipment. The Manager must also regularly move between the office and the field, including time spent riding in or operating City transit vehicles, inspecting fleet conditions, and engaging with staff and partner agencies at Fort Carson. Occasional exposure to outdoor weather conditions, traffic hazards, and vehicle maintenance environments may occur. The position involves collaboration with internal staff, intergovernmental partners, and members of the public, and requires the ability to manage multiple priorities in a dynamic and service-driven environment.
Requirements
Qualifications
- High school diploma, GED, or equivalent combination of education, training, and relevant experience is REQUIRED.
- Three (3) years of progressively responsible experience in operations, administration, logistics, or a related field is REQUIRED.
- One (1) year of supervisory or lead worker experience is REQUIRED.
- Must possess a valid driver's license at time of hire and be able to obtain a Colorado license within 30 days of employment.
- Must be able to pass a background check sufficient to obtain access to Fort Carson.
- Experience working within or directly alongside the U.S. military or on a military installation.
- Familiarity with military culture, base operations, and intergovernmental partnerships.
- Proven ability to plan, organize, and manage a 7-day-a-week, 365-day-per-year service schedule.
- Experience developing or managing budgets, overseeing expenditures, and contributing to cost control or program efficiency.
- Strong interpersonal and leadership skills, with the ability to build positive relationships across departments and agencies.
- First Aid/CPR certification (or ability to obtain within 90 days of hire).
- FEMA ICS Certifications IS-100, IS-200, IS-700, and IS-800 must be completed within twelve (12) months of hire.

- Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of six (6) feet. Ability to hear sounds and signals indicating work and safety necessities.
- This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.
- Must be able to lift up to fifty (50) pounds as needed and frequently lift up to twenty-five (25) pounds.
- This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.
