TEACHER ON SPECIAL ASSIGNMENT (TOSA)– Student Management

Purpose:

The TOSA – Student Management supports the Principal in achieving and sustaining high levels of student achievement at the school. The TOSA – Student Management leverages the necessary organizational and pedagogical skills to promote the educational development of each student to his/her fullest potential. Supporting a culture of excellence in teaching and learning, focusing on the achievement of all children, and supporting a vision that attends to the needs of historically underrepresented groups, the TOSA – Student Management assists with many elements of the academic and co-curricular program in order for all students to meet the District’s highest aspirations.

Reports to: Principal or Assistant Principal

Nature & Scope:

The TOSA – Student Management works under general supervision. The nature of the work requires strict adherence to policies, procedures, regulations, and laws. The incumbent interfaces daily with students, parents, school administrative staff, and school employees. Because this job involves frequent interaction with students, the position requires a high level of professional decorum, excellent judgment, a calm demeanor, and the capacity to serve as a role model to young people.

Essential Job Functions:

  1. Conducts oneself in the best interest of students, in accordance with the highest traditions of public education and in support of the District’s mission.
  2. Abides by the Standards for Competent and Ethical Performance of Oregon Educators as articulated by the Teacher Standards and Practices Commission under OAR 584 Division 20.
  3. Fosters a culture of learning, cultural responsiveness, and high expectations for every student and every adult.
  4. Provides a nurturing, supportive, and positive climate that encourages student responsibility, using positive motivation, clear routines, and effective management techniques. Applies discipline to students in a fair and consistent manner, using school approved procedures. Seeks assistance from parents and Principal when needed.
  5. Engages stakeholders in developing, implementing, communicating, monitoring, and evaluating the school/District mission and vision.
  6. Establishes a professional rapport with students that earns their respect.
  7. Manages student supervision issues and enforces school behavioral expectations. Assists in the planning, developing, and implementing of individual student behavior plans. Serves as a resource to staff in dealing with classroom management issues.
  8. Develops specific strategies to improve the achievement of all students and accelerate the learning of historically underrepresented students of the District.
  9. Keeps current on best practices to facilitate student achievement.
  10. Collaborates with teachers to promote student and organizational success.
  11. Supports a culture of college and career readiness for all students.
  12. Communicates regularly with parents, seeking their support and advice, so as to create a cooperative relationship to support the student in the school.
  13. Counsels students and parents about school and district policies.
  14. Recommends effective instructional strategies to meet the needs of all learners.
  15. Coordinates alternative education placement for students.
  16. Uses student data to identify student support systems and to coach staff on interventions.
  17. Supports campus safety protocols and recommends adjustments as necessary.
  18. Supports effective implementation of established behavior expectations, creating a safe and inclusive environment.
  19. Maintains accurate and timely records.
  20. Ensures instructional time is focused on learning.
  21. Assists with extra-curricular activities, supporting the total program of the school.
  22. Facilitates time and structure for staff to focus on learning and professional responsibilities.
  23. Models reflective learning and demonstrates resilience.
  24. Encourages multiple points of view to form solutions.
  25. Responds in a positive and strategic way to the social, political, and legal factors that influence student success.
  26. Demonstrates integrity, sound judgment, ethical and professional behavior.
  27. Maintains confidentiality in student and personnel matters.
  28. Maintains effective communication and working relationships with staff, students, and parents, including those from diverse cultures or backgrounds who speak limited or no English.
  29. Complies with all procedures outlined in the Code of Professional Conduct and Annual Notices for Education Practitioners, Teachers, Support Staff, Administrators, Substitutes Handbook; and all other Beaverton School District Policies and Procedures.

Required Qualifications:

  1. Maintains current TSPC Licensure.
  2. Meets Title III requirements which stipulate that all teachers of English Learners be fluent in both oral and written English language, as determined by District assessment(s).
  3. Must possess excellent written and oral communication skills.

Working Conditions:

The TOSA – Student Management works primarily in a school building. Although the primary work is indoors, the TOSA – Student Management may on occasion work outdoors supervising students in variable weather conditions, including inclement weather. The incumbent must be able to stand and/or walk for long periods of time. The incumbent will need to walk quickly at times, as well as speak and hear in often loud environments. The work environment may include exposure to unpleasant interior temperatures, dirt, and communicable diseases.


The position involves high level of interaction with students and families from multiple and diverse backgrounds, many with unique needs. Mental demands on the TOSA – Student Management are considerable. The incumbent must maintain composure under stress, and must manage him or herself in the presence of emotionally challenging interactions with staff, students, and parents.


Planning, assessment and communications with student and families include frequent, prolonged, and irregular hours, including evening and weekend time.


Work Year: 181 days in 2017-18; 184 days effective 2018-19 academic year.
