About the Department
The Employment and Eligibility Services Division within the Health and Social Services Department assists citizens to become more independent and productive through programs designed to reduce dependency on welfare and promote personal responsibility. Also, it provides eligibility determination and benefit issuance for customers who apply for various public assistance benefits.
The Health and Social Services (H&SS) Department is currently seeking qualified candidates for the position of Employment and Eligibility (E&E) Services Manager. This position plans, organizes, directs, and supervises the operations of one or more employment and eligibility services functions/programs to include CalWORKs, CalFresh, General Assistance, Medi-Cal, County Medical Services Program/Path2Health, and/or Division administrative functions within the Health and Social Services Department. THE POSITIONThe Employment and Eligibility Services Division within the Health and Social Services Department assists citizens to become more independent and productive through programs designed to reduce dependency on welfare and promote personal responsibility. Also, it provides eligibility determination and benefit issuance for customers who apply for various public assistance benefits. The successful candidate for this position must demonstrate strong leadership skills, flexibility, creativity and the ability to work effectively to foster positive and harmonious working relationships, and experience working with a diverse staff and community groups.
The Employment and Eligibility (E&E) Services Manager serves as a member of the department’s mid-management team. This class is distinguished from the classification of Deputy Director of Health and Social Services in that the latter is responsible for the operational activities of an entire division within the department and supervises this class.
The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
One year of supervisory experience in one or more public assistance programs in a public agency in the State of California AND a Bachelor’s degree with a major in social work, public administration, business administration or a related field applicable to the area of specialization.
OR
Two years of supervisory experience in one or more public assistance programs in the County of Solano AND an Associate’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, humanities, public administration, social science or a related field.
OR
Three years of supervisory experience in one or more public assistance programs in a public agency in the State of California AND an Associate’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, humanities, public administration, social science or a related field.
OR
Three years of management consulting experience in/with a County Social Services agency in the State of California that includes experience working with one or more Public Assistance programs AND a Master’s degree with a major in social work, public administration, business administration or a related field applicable to the area of specialization.
SPECIAL REQUIREMENTS
Driver's License: Possession of or ability to obtain a valid Class C California driver's license is required. Some positions in these classes may be required to work swing shift and weekends.
SUPPLEMENTAL INFORMATION
- Independent travel is required.
- Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11165/11166 of the California Penal Code relating to child abuse reporting and Section 15630 relating to Adult Abuse and reporting.
- Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation and/or policy.
- Incumbents may be required to be able to work in an environment which may include exposure to communicable disease.
