About the Department
The purpose of this classification is to perform technical tasks at the supervisory level to provide assistance in overseeing construction projects, maintenance and repair activities and general operations of the Water Department distribution system of the City of Alexandria. This position is subject to 24-hour call.
Position Duties
Provides assistance in organizing, scheduling, supervising, assigning, reviewing and inspecting operations, oversees maintenance and construction activities of the water distribution system.
Assists in supervising technical and support staff; supervisory duties include instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and recommending disciplinary action; reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
Oversees projects and work activities to monitor progress and insure compliance with established standards; advises field crews in techniques and practices; reviews reports; reviews and approves requests for materials and supplies.
Makes recommendations concerning alterations and modifications to the existing water distribution system; reviews drawings, plans and specifications relating to new and existing projects, equipment and components.
Leads the emergency response team as a first responder for all problems and emergencies involving the water distribution system.
Designs, plans and implements administrative systems and procedures necessary to increase production and reduce operating costs; writes and amends safety rules and regulations; oversees the administration of the department’s safety program.
Participates in the process of developing specifications for equipment and material procurement; prepares and writes contract provisions and specifications; oversees and assists in receiving, inspecting, sorting and issuing required parts and supplies; monitors use of supplies and maintains inventory levels.
Receives and reviews timesheets, overtime reports and related documents; receives, reviews and renders decision on vacation and time off requests.
Participates in the establishment and administration of a comprehensive budget for the support of all required projects, programs and services; analyzes, prepares and presents monthly departmental budget reports, updates and budgetary activity data; submits financial reports to peers and staff members.
Receives, reviews, analyzes and responds to difficult customer complaints or problems.
Consults with vendors, engineers and technicians concerning equipment and supplies for the department.
Minimum Qualifications
High School diploma or GED, with vocational or technical training in environmental science, water distribution or related field; Associate’s degree is preferred. Candidates with lesser certifications may be considered depending upon their previous work history, level of certification, and needs of the department. Such candidate(s) selected for hire must enter into a written transition plan to achieve certification as a Class IV Water Distribution Operator.Must possess a valid driver’s license. Will be required to obtain a valid State of Louisiana driver’s license at time of appointment and maintain throughout employment for this classification.
Other Qualifications
Seven (7) years of progressively responsible experience in water distribution systems activities; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid State of LouisianaClass IV Water Distribution certification.
