Description
The Acquisition SME provides expert-level federal procurement and acquisition planning support to the Checkpoint Modernization Program Office (CPMO).
This position ensures all modernization projects are aligned with DHS and CBP acquisition regulations, executed on schedule, and properly documented from pre-award through post-award stages.
Key Responsibilities
Acquisition Planning & Strategy
- Lead the development of acquisition strategies, milestone schedules, and procurement plans to support a $1.5 billion modernization portfolio.
- Advise on appropriate contract types, competition strategies, and sourcing methods in accordance with FAR, HSAM, and CBP-specific guidance.
- Coordinate requirements development and pre-award planning with program stakeholders, Contracting Officers (CO), and Contracting Officer’s Representatives (COR).
Market Research & Industry Engagement
- Conduct and document market research in accordance with FAR Part 10.
- Prepare Requests for Information (RFIs), sources-sought notices, industry day materials, and market research reports to support acquisition strategy approvals.
Documentation Development
- Draft and review Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), Justifications & Approvals (J&As), Independent Government Cost Estimates (IGCEs), evaluation factors, and technical evaluation plans.
- Maintain controlled repositories of acquisition documentation and support internal reviews and approvals.
Post-Award Support
- Provide expertise for post-award contract administration, including performance monitoring, risk management, and modifications.
- Track deliverables and ensure compliance with CBP records management and procurement policies.
Stakeholder & Advisory Support
- Prepare and deliver briefings, reports, and recommendations for CBP leadership, DHS officials, and congressional stakeholders.
- Serve as a trusted advisor on complex acquisition issues and evolving procurement regulations.
Requirements
- Education: Bachelor’s degree in Business, Acquisition & Contract Management, Public Administration, or related field.
- Experience:
- 8+ years (or 5+ years for a mid-level SME) of direct experience in federal procurement and acquisition, including strategy development, solicitation, evaluation, and award.
- Proven success supporting DHS, CBP, or comparable large federal agencies.

- Knowledge & Skills:
- Deep knowledge of FAR, HSAM, DHS and CBP procurement policies, and federal acquisition lifecycle management.
- Strong analytical skills to evaluate market data, cost estimates, and risk.
- Excellent writing and communication skills for both technical and executive audiences.

- Certifications:
- DAWIA/FAC-C Level II or III, or equivalent acquisition certification, preferred.
