THE JOB:

Under general supervision, to provide technical and public information for all aspects of the development review process, which includes plan review, building inspection, and permit issuance; process and issue permit applications and construction plans necessary for the issuance of construction permits; approve routine permits; perform general clerical duties as required.

 

Position Duties

The following duties and responsibilities are representative of those typically performed by positions assigned to this classification. Any single position may not perform all of these duties and/or may perform similar related tasks not listed here.

Provides information regarding construction permit requirements and housing code enforcement and related processes to developers, contractors, property owners, and the public; interprets and applies specific codes, rules, and regulations related to the development review process, including building, plumbing, electrical, mechanical, and housing permit applications; receives and performs preliminary review of construction documents; calculates plan review and inspection fees for minor building, plumbing, electrical, and mechanical permits; issues routine permits after initial review under established procedures and guidelines such as re-roofing, electrical circuit additions, and replacement of plumbing fixtures; tracks and monitors the status of development plan reviews; prepares standard periodic and special reports as required; researches files regarding prior actions, decisions, and development activities and other information related to the property under review; performs a variety of technical and standard office support work for the function; enters information into department databases; maintains microfilmed records and departmental files and prepares correspondence; performs minor field inspections and plan reviews; performs other related duties as assigned.

 

Minimum Qualifications

TRAINING AND EXPERIENCE: Graduation from high school and one (1) year of permit issuance experience in a government agency which required the interpretation and application of rules and regulations; or four (4) years of increasingly responsible office support experience requiring application of policies, procedures, and regulations, preferably in a public agency setting.

KNOWLEDGE AND SKILLS IN: Functions of a municipal Building and Safety department; general office practices and procedures; basic mathematics; computer software for word processing and spreadsheet applications.

ABILITY TO: Read and interpret rules and regulations and apply them to permit issuance procedures; perform basic mathematical computations; communicate effectively, both orally and in writing; establish and maintain cooperative working relations; maintain accurate records of plans submitted, fees received, and work performed; prepare clear and concise correspondence and other written materials; work without close supervision in standard work situations; operate a personal computer for word processing and spreadsheet applications. 

LICENSES, CERTIFICATIONS, OR SPECIAL REQUIREMENTS: Possession of a valid California Class C driver's license is required at the time of appointment.
