Baltimore Crisis Response, Inc. (BCRI) is a private, non-profit organization with a proven track record of providing behavioral health crisis services to individuals with mental health and substance use disorders. Established in 1992, the BCRI mission is to provide timely and effective behavioral health crisis response services and treatment in the least restrictive environment.

BCRI serves Baltimore as the city’s first and only comprehensive crisis response system of care, providing a telephone crisis hotline, mobile crisis teams, medical detoxification, case management, crisis residential alternatives, in-home support and critical incident response teams, along with community and police education services.

Department Overview

The Medical Services Department at Baltimore Crisis Response, Inc. (BCRI) is responsible for providing high-quality psychiatric and medical care across all programs, ensuring that individuals experiencing behavioral health crises receive timely, appropriate, and evidence-based treatment.

The department is led by the Medical Director, who oversees all clinical and medical functions, and supported by the Assistant Medical Director, nursing leadership, and licensed clinicians. Together, this team works collaboratively with internal and external stakeholders and partners to deliver integrated care that addresses both acute and long-term behavioral health needs.

Key Functions of the Department:

  • Direct Psychiatric Services: Providing diagnostic evaluations, medication management, and therapeutic interventions for BCRI clients.
  • Clinical Oversight: Ensuring all medical and psychiatric services align with BCRI’s standards of quality, safety, and compliance.
  • Interdisciplinary Collaboration: Partnering with nursing, clinical, and mobile response teams to promote continuity of care and comprehensive treatment planning.
  • Quality Assurance & Improvement: Monitoring clinical practices, participating in review committees, and implementing performance improvement initiatives.
  • Education & Training: Supporting ongoing staff education, supervision, and professional development within the medical and clinical workforce.
  • Community & Systems Liaison: Coordinating with hospitals, state psychiatric facilities, primary care providers, and community partners to strengthen the continuum of behavioral health care.

Position Summary

The Assistant Medical Director supports the Medical Director in overseeing the medical and clinical functions of Baltimore Crisis Response, Inc. (BCRI). This position ensures that all services are provided in accordance with BCRI’s standards of high-quality care. The Assistant Medical Director provides direct psychiatric services, participates in organizational leadership, and supports clinical oversight and supervision of staff. The role requires collaboration across disciplines to promote a coordinated continuum of care for BCRI clients.

Essential Functions 

The Assistant Medical Director shall perform professional duties as assigned by BCRI, including but not limited to:

  1. Assist in the oversight and management of clinical medical functions across all BCRI programs.
  2. Provide direct psychiatric services to BCRI clients, including telehealth and in-person care.
  3. Conduct pre-admission screenings of State Hospital clients as assigned.
  4. Perform psychiatric liaison and consultation services with physicians, allied health professionals, and external providers to promote continuity of care.
  5. Serve as an active member and leader of multidisciplinary treatment teams.
  6. Provide supervisory, consultative, and educational support to BCRI staff as appropriate.
  7. Participate in the development of multidisciplinary treatment plans for clients.
  8. Serve as Co-chairperson of the Quality Assurance/Improvement Committee.
  9. Participate in training and continuing education programs as directed by BCRI leadership.
  10. Ensure that critical incidents, documentation, and reporting requirements are completed accurately and on time.
  11. Perform other clinical and administrative duties as assigned by the Medical Director or Executive Director.

Qualifications


Requirements

 Education & License: Doctor of Medicine (MD) with current and unrestricted license to practice in the State of Maryland.

Experience: Previous psychiatric practice required; leadership or supervisory experience in a behavioral health or crisis services setting preferred.

Knowledge/Skills:

  • Strong understanding of behavioral health, psychiatry, and crisis intervention services.
  • Ability to collaborate effectively within interdisciplinary teams.
  • Strong leadership, communication, and problem-solving skills.
  • Familiarity with quality improvement processes and compliance standards.

Professional Competencies: Full understanding of the way an organization should operate to meet its objectives. Excellent knowledge of applicable legislation and regulations necessary to maintain appropriate accreditation. Expertise in leadership development, program evaluation, stakeholder engagement, financial oversight and policy development.  Thorough knowledge of management principles and best practices. Excellent organizational and leadership skills. Diligent and firm with high ethical standards and adherence to existing regulations, policies, and protocols. Understanding of quality improvement processes and best practices.

Written and Oral Skills: Exceptional written English proficiency, including both experience and competence in drafting and composing internal/external emails and documents, proofreading and editing, and understanding and analyzing dense written material such as regulations, statutes, policy documents, and informational articles. The ability to write using different tones where needed, such as in a persuasive or objective manner. Strong attention to detail. Excellent oral communication and interpersonal skills. Ability to use kind, professional, “person-first” language and vocabulary as well as utilize mediation and relational skills, both generally as well as navigating potentially difficult conversations with clients, employees, or third parties.

Technical Skills: Must possess strong technical competencies in program and project management, data analysis, regulatory compliance, and electronic recordkeeping. Should be proficient in using case management systems, managing staff performance tools, and navigating crisis intervention protocols to ensure effective, compliant, and data-informed service delivery.

Physical Demands: Prolonged periods of sitting at a desk or computer workstation. Prolonged periods of standing, bending, and reaching. Must be able to lift weights up to 50 pounds, if needed.
