Call for AM&E Professionals

Q2IMPACT is seeking highly capable and mission-driven assessment, monitoring, and evaluation (AM&E) professionals for upcoming opportunities. Ideal candidates will bring a blend of technical AM&E expertise, experience in international security cooperation, and familiarity with the U.S. interagency environment, particularly the State Department and Department of Defense (DoD).
KEY RESPONSIBILITIES

Develop and implement AM&E frameworks, logic models, performance indicators, and data collection tools tailored to security assistance programs.

Conduct monitoring and evaluation of program activities across multiple regions, including baseline assessments, mid-term reviews, and final evaluations.

Support program planning and design by integrating evidence-based approaches and AM&E best practices.

Collaborate with client staff, interagency partners, and implementers to ensure effective monitoring and evaluation mechanisms are in place from project inception.

Analyze qualitative and quantitative data to assess outcomes, identify lessons learned, and inform future programming.

Produce clear, concise, and actionable reports, briefings, and presentations for internal and external stakeholders.

Provide technical assistance and training on AM&E methodologies to staff and partners.

Support Congressional reporting, strategic planning, and compliance with the Foreign Assistance Act and related policies.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

Bachelor�s degree; master�s degree preferred.
-
AM&E experience, including analyzing and summarizing disparate information, drafting data collection methodologies, creating organizational work plans, leading and coordinating multiple offices, and supporting staff.

Experience planning, executing, or overseeing policy or guidance for security cooperation activities.

Experience planning, designing, and implementing assessment, monitoring and evaluation programs or projects in the security sector

Experience and knowledge of public policy and operations,
-
Strong oral and written communication skills.

Ability to apply government agency regulations and procedures related to controlled unclassified information and foreign disclosure to daily work requirements.

Eligibility for Secret clearance.
