Job Summary

The Position will lead the supply chain organization across the entire enterprise,  for all direct and indirect sourcing, procurement, logistics, warehousing and distribution. This responsibility includes strategic vision, operational planning, and execution. This Position  will lead a team of supply chain professionals deployed in each operational location with numerous relationships and keeping production operations paramount. This Position is the supply management partner for the business, responsible for sourcing and procurement processes, systems, and results across the enterprise, to include strategy development and implementation, common process definition and deployment, supply chain organizational development and leadership, delivery to support the company’s production operations, strategies, and financial operating plans. The Director, Supply Chain is directly responsible for material and services availability, direct savings, supplier development and performance, including quality and lead time reliability through effective warehouse and inventory control processes. This position is not responsible for commercial commodity procurement such as Natural gas and other feedstocks.

Location/Travel Information:
This position is based at the Quintana Island LQF Terminal with travel off-site and to Houston HQ as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job. 
 

Duties/Responsibilities

•    Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness of the supply chain
•    Effects changes required for improvement in all matters related to acquisition of Materials and Services
•    Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of all supply chain staff
•    Develops and manages annual budgets for the department and performs periodic cost and productivity analyses
•    Builds and maintains strong relationships with suppliers, vendors, and logistics partners, negotiating favorable contracts and pricing
•    Keeps informed of all new developments relative to available resources; makes recommendations designed to reduce costs, update systems, and provide operationally approved materials and services solutions
•    Reviews major procurement contracts; coordinates contract compliance, change orders, and problem resolution in conformance with contract law; consults with legal counsel as required
•    Plans, develops, and implements strategies for generating savings or revenues for the organization with a specific focus on tendering
•    Manage the process of identifying contractual obligations, restrictions and event-triggered requirements and monitoring compliance with them
•    Identify opportunities for improved inventory management and optimization to drive efficient parts availability with reduced costs
•    Evaluate, add or modify procurement and warehousing processes, including vendor setup, procure to pay processes and tendering/bidding process
•    Ensure proper support to major capital projects and turnarounds 
•    Provide commercial support, including negotiating contracts and performing commercial and technical bid tabulation evaluations as needed for all business units and functions
•    Utilize data and analytics to track key performance indicators (KPIs), analyze trends, and identify opportunities to reduce costs and improve efficiency 
 

Essential Functions

Minimum Qualification/Work Experience

Qualifications and Experience
•    BS - specializing in Business, Engineering, Materials Management, CPM, Supply Chain or Distribution fields of study with:
•    At least fifteen years of progressively responsible experience in Supply Chain roles in the Oil and Gas, Petrochemical and/or other large manufacturing industries across operational supply chain areas (including sourcing, procurement, vendor Management, warehouse/inventory control and distribution).

OR

•    High School Diploma or Equivalent with:
•    At least twenty years of progressively responsible experience in Supply Chain roles in the Oil and Gas, Petrochemical and/or other large manufacturing industries across operational supply chain areas (including sourcing, procurement, vendor Management, warehouse/inventory control and distribution).

Preferred Level:
•    MBA 
•    Ten plus years LNG industry experience in commercial areas; twenty plus years supply chain and projects management
•    Experience supporting business critical continuous production operations
 

Required Knowledge/Skills/Abilities

High proficiency in the following areas: 
•    Deep understanding of supply chain principles, including logistics and inventory management 
•    Must possess excellent verbal and written communication skills as well as mathematical abilities and a strong knowledge of the ERP (Enterprise Resource Planning) SAP business system 
•    Strong negotiation, critical thinking, and problem-solving skills 
•    Demonstrated ability to communicate effectively in written and oral forms Interpersonal skills using tact, patience and courtesy. Build strong collaborative networks with key stakeholders and suppliers 
•    The ability to develop long-term strategies and a deep understanding of how the supply chain impacts business objectives

Work Environment
This position operates in a professional office environment and an operating warehouse/industrial plant environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers/fax, filing cabinets, etc.  The noise level in the work environment and job sites can be loud.  


Physical Demands
The physical demands, described below, will be required of the employee to perform the essential functions of this job.
This is largely a sedentary role; however, some filing, walking throughout areas of the facility are required. This would require the ability to:
•    Stand and/or sit continuously and perform job functions for a full shift
•    Ability to move throughout all areas of the facilities
•    Ability to drive to other office and off-site locations as required
•    Ability to move throughout all areas of the facility
