About the Department

Directs the Minneapolis Park and Recreation Board’s communications and marketing activities utilizing best practices for delivery of comprehensive communications, marketing, and public relations services and support for the organization. Collaborates with the Superintendent’s Office, Executive Leadership Team, and staff across the organization to advance communication priorities. Work involves overall responsibility for planning, managing, directing, leading, and implementing goals and objectives that support the mission, goals, policies, and priorities of the Park Board.

Position Duties

  • Responsible for overall management and strategic leadership of the Communications and Marketing Department and its resources so the functions and activities of the department fully support the business needs of the MPRB.
  • Responsible to lead and direct the MPRB’s internal and external communication services, including media relations, crisis communications, social media, email subscription services, annual reports and fact sheets, graphic design and brand standards, photography and video, web and intranet maintenance and enhancements, special promotions development, advertising, special project writing support, and consultation with staff relating to public relations issues. 
  • Develop effective short- and long-range strategic communications and marketing plans, define project scope and requirements, set priorities, allocate resources, and coordinate and evaluate department activities.
  • Write media statements and news releases, organize press events, coach and support Commissioners and senior leaders as spokespersons, serve as spokesperson when needed, and manage media inquiries regarding controversial or sensitive issues/occurrences.
  • Demonstrate political acumen to build relationships with Executive leadership and Board of Commissioners, attend Board and other leadership meetings, and provide executive communications support as needed. Attendance is required at evening Board Meetings/ other public meetings (approximately twice per month).
  • Lead crisis communication services to ensure timely distribution of internal and external information. Serve as the primary Park Police Public Information Officer in collaboration with Park Police leadership by being responsive to emerging situations after hours in order to provide timely information for the executive team, commissioners, key staff, and media.
  • Prepare and administer the department’s annual budget, which includes performance goals, expenses and revenues; perform cost control activities; monitor revenue and expenditures to assure sound fiscal control; assure effective and efficient use of budgeted funds, personnel, and materials; and manage associated vendor and consultant contracts. 

Minimum Qualifications

Need to Have: 

  • Bachelor’s Degree from an accredited college or university with a major in Communications, Marketing, Public Relations, or closely related field (Master’s Degree Preferred).
  • Increasingly responsible experience in communications, marketing and public relations management: at least six years
  • Increasingly responsible experience in leadership, management, and administration: at least six years
  • Experience supervising others: at least six years
  • Valid driver’s license and safe driving record

  • Operating office equipment requiring continuous or repetitive hand/arm movements. The ability to remain in a sitting or standing position for extended periods of time.
  • Light Work: Exerting up to 20 pounds of force occasionally, and/or a negligible amount of force constantly to move objects.

Skills Crucial to Success in this Role: 
  • Contemporary principles and best practices of communication, marketing, media and public relations with strong understanding of the most effective communication mediums and vehicles.
  • Contemporary principles and best practices of personnel management and supervision.
  • Contemporary marketing principles and practices for diverse customer base.
  • Effectively write contracts, policy recommendations, requests for proposals, bids for services and grants.
  • Set appropriate priorities while coordinating multiple projects and meeting critical deadlines.
  • Solve problems and effectively handle critical, controversial and/or sensitive policy issues.
  • Demonstrate respect and sensitivity for cultural differences.
  • Demonstrate political acumen.

  • We conduct a background check and driver's license check.
