The Building and Fire Code Board of Appeals is the local appeals board for the City of Napa regarding issues related to building and fire codes. If requested by the Chief Building Official or the Fire Code Official, the Board may also provide advisory comments regarding issues such as the potential adoption of new codes or proposed code changes. Each member should demonstrate knowledge, experience, and training in matters related to building construction and fire protection. Three appointments shall serve concurrently on the Disability Access Board of Appeals. Applicants must be City of Napa residents and registered voters. The Board has no regular meetings and are called as needed.
The Disability Access Board of Appeals renders decisions when a person aggrieved by a determination made by the Chief Building Official or Fire Code Official in administering or enforcing access to “public accommodations or facilities” appeals the determination. Two of five members are “physically handicapped persons”, and the remaining three members also serve on the Building and Fire Code Board of Appeals. Applicants must be City of Napa residents and registered voters. The Committee has no regular meetings and are called as needed.
The Public Art Steering Committee is advisory to the City Council and to city staff regarding public art proposals funded through in-lieu contributions, and other responsibilities such as reviewing the Public Art Master Plan for potential updates. The Public Art Steering Committee consists of five members appointed by the City Council at the recommendation of the City Manager. One member must be a visual arts professional, one a practicing professional artist in any medium, one a City of Napa representative of the Napa County Arts and Culture Commission, one nominated by the Arts Council Napa Valley or other city-recognized arts organization, and the fifth designated as a member at-large. One appointment shall fill the requirement of “visual arts professional”, and the other shall be nominated by the Arts Council Napa Valley or other recognized organization The Public Art Steering Committee meets the fourth Tuesday of every other month in the City Hall Council Chambers, 955 School Street, Napa.
The Public Financing Authority (PFA) is the governing board for the Napa Enhanced Infrastructure Financing District (EIFD). The EIFD provides financing of public capital facilities and other specified projects of communitywide significance that provide significant benefits to properties within the EIFD or the surrounding community. Applicants must be City of Napa residents and registered voters. Meetings are held annually and as necessary to perform the responsibilities under the EIFD Law. They are held at the City Hall Council Chambers, 955 School Street, Napa.

Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary, but are typically either two or three years. Most board members must be city residents and registered voters.
