About the Department

Position Summary: Under the administrative supervision of the Assistant Court Administrator and the Court Administrator, monitors and verifies the accurate data entry of fines, fees and bonds into the court case management system by the court clerk staff. Performs specialized collection functions and supervisory work and are responsible for supervising staff using computerized collection systems to manage collections. Review and maintain control policies and procedures regarding court collections to aid in decision making and reporting, lead process improvements, re-engineer initiatives and research collection options. Create and maintain operational policies and procedures within area of responsibility, plan and coordinate special projects. This job class is treated as FLSA Non-Exempt.

Position Duties

1. Supervises staff to include prioritizing and assigning work, providing staff with training, direction and assists with performance evaluations; ensuring that employees follow policies and procedures; maintaining a healthy and safe environment.

2. Research laws, code, practices and procedures on collection issues and implements methods to resolve collections issues. Ensures collections practices and procedures comply with court policies and legal mandates. Determines and raises pertinent issues, summarizes findings, presents results, administers programs and performs other related duties. 

3. Recommends measurement standards for the improvement of performance and operational effectiveness.

4. Manages, coordinates and administers special projects and financial matters, which may include setting up payment plans, establishing/monitoring timelines, ensuring compliance with applicable regulations, specifications and/or requirements and prepares reports. 

5. Evaluate current and delinquent monies owing to the Court, debtor’s ability to pay, applying procedures and securing cooperation from debtors.

6. Manages and updates internal computerized forms, spreadsheets and reports with current fiscal year data, makes recommendations on findings.

7. Prepares a variety of reports summarizing financial data, analyzes data and analyzes data and makes recommendations based on findings.

8. Participate in court operational reviews including annual financial audits.

9. Cultivate inclusive and respectful working relationships with all internal and external stakeholders. 

10. Performs other job-related duties as assigned to maintain and enhance Department operation and efficiency.     


Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of SRPMIC policies and rules relating to SRPMIC and its entities.  
  • Knowledge of applicable Federal and State laws, rules, regulations and policies. 
  • Knowledge of the history and customs of the SRPMIC. 
  • Knowledge of research reconciliation and statistical methods.
  • Knowledge of principles and practices of supervision, training and performance evaluation. 
  • Knowledge of collection practices and procedures.

  • Skill in oral and written communication.  
  • Skill in establishing and maintaining effective working relationships with Community administrators, Department Directors, Tribal Council Members, staff and other members of the Community as well as outside entities.  
  • Skill in recordkeeping and statistical analysis.
  • Skill in solving problems and research discrepancies. 
  • Skill in analyzing data and making recommendations based on findings.
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisors, and the general public.
  • Skill in applying report writing techniques.

  • Ability to communicate orally, and in writing, with Judges, administrative staff, community members, department directors, members of the public, outside entities, and co-workers.  
  • Ability to work cooperatively with others. 
  • Ability to use a computer and related software applications.
  • Ability to audit collection accounts. 
  • Ability to perform mathematical calculations.
  • Ability to participate in the planning and implementation of the collection’s compliance program.

Minimum Qualifications

  • Education & Experience: High school or GED in a related field and six (6) years of progressively responsible clerical experience in area of assignment. An associate’s degree is preferred.
  • Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
  • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Prior to hire as an employee, applicants will be subject to drug and alcohol testing. Will be required to pass a pre-employment background/fingerprint check.
