About the Department

This position performs professional research, administrative, and compliance work for the City of Pittsburgh's HUD-funded programs, including but not limited to Community Development Block Grants (CDBG), Housing Opportunities for Persons with AIDS (HOPWA), and the Emergency Solutions Grant (ESG). This position works closely with sub-grantees and other City departments and authorities on grant submission and reporting requirements, including monitoring the program and project activities, managing approved contracts, collecting, reviewing, and analyzing data, preparing reports, and other activities that support effective and compliant HUD-funded programs.

Salary: $63,455 per year. (This position is subject to federal funding availability.)

Union: This position is included in the American Federation of State, County, and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provisions of the Collective Bargaining Agreement.

Position Duties

Qualifying Requirements:

Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.  You will receive notice of your eligibility status.

  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience working with publicly funded programs.  (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a minimum of a Bachelor's Degree in Public Administration, Public Policy and Management, Economics, Business Administration, Urban Planning, Urban Design, Social Work/Community Organizing, or a related field. (See NOTE under General Application Requirements regarding education/training verification.)
  • EQUIVALENCY:  Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above).  The Total Qualifying Requirement is (6) six years.  (See NOTE under General Application Requirements regarding education/training verification.)

Minimum Qualifications

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s).  You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position.  Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

Other Qualifications

  • Performs professional research and administrative work for the Community Development Block Grant Program and other federally funded programs (i.e., grant submission and reporting requirements, monitoring program and project activities, managing approved contracts, collecting, reviewing and analyzing data, preparing reports, etc.).
  • Monitors Community Development Block Grant (CDBG) funds and other federal funds allocated for specific projects to ensure compliance with Federal guidelines, local contracts, rules and regulations, etc.
  • Prepares contractual agreements for the expenditure of CDBG funds.
  • Manages contracts funded by CDBG programs and other federally funded programs and makes related site visits to ensure contract compliance.
  • Reviews proposals and evaluates programs to ensure compliance with HUD eligibility requirements. 
  • Provides technical assistance (e.g., interpreting HUD regulations, record maintenance, etc.) to community organizations.
  • Collects, reviews and analyzes data to assist in the preparation of monthly and annual program reports (Consolidated Plan and Annual Action Plan, Annual Performance Report, etc.).
  • Reviews invoices and authorizes payment to third-party sub-grantees.
  • Performs the basic data entry and retrieval processing necessary to effectively monitor CDBG funds as needed.
  • Attends community meetings and local, state and federal agency meetings as required.
  • Maintains records, both manually or through automated systems (IDIS) and prepares accurate performance reports, legislation and contractual agreements for the expenditure of CDBG and other federal funds, correspondence, etc. as needed.
  • Works non-traditional hours as needed.
  • Performs activities and functions of related personnel as assigned or required.
  • Performs other related tasks and duties as assigned or required.
