JOB OVERVIEW

As the largest landowner in the National Capital Region, the National Capital Commission (NCC) manages a high number of major capital and operational, unique, and multi-million-dollar infrastructure and built asset projects that are vital to Canada’s symbolic, natural and cultural heritage.

The Senior Project Manager is responsible for providing strategic leadership and project management direction including resource control, financial management and contract administration for technically complex and high-value projects related to the redevelopment, construction, rehabilitation and maintenance of NCC assets.

The Senior Project Manager plans and manages a number of concurrent projects of varying sizes and durations; ensures oversight on the quality, costs and timely delivery of outputs throughout all project phases and establishes a comprehensive project management framework for the identification of the requirements, design, construction and technical acquisition related to major projects. The Senior Manager is also expected to provide strategic advice to the director, senior management and other key stakeholders on the development and implementation of related policies, standards, guidelines, and on the improvement of the project management frameworks.

The Senior Project Manager advocates for the NCC’s interest when managing relationships with partners from the public and private sector to ensure assigned projects are delivered.

ESSENTIAL QUALIFICATIONS

EDUCATION

 A degree from a recognized post-secondary institution with a specialization in engineering, architecture, landscape architecture, industrial design, urban planning, construction, project management or another field related to the work to be performed.

EXPERIENCE

A minimum of eight (8) years holding progressively significant responsibilities in project management and in each of the following criteria;
•    Extensive experience providing strategic advice to the most senior levels in an organization.
•    Extensive experience negotiating, collaborating and resolving complex issues with internal and external stakeholders.
•    Experience managing financial and human resources.
•    Experience managing and supervising major construction contracts and coordinating external consultants.
•    Experience in tendering process and evaluating bids.

KNOWLEDGE

•    Of project and program management principles and best practices.
•    Of different project deliveries methods (i.e. design-bid-build, construction management, design-build).
 

ABILITIES
•    To work effectively with internal and external stakeholders and oversee the work of consultants. 
•    To lead a multidisciplinary team in a fluid work environment with overlaps in responsibilities between internal and external units.  
•    To prioritize work and meet tight deadlines despite continually changing priorities.
•    To communicate effectively and deliver presentations.

CONDITIONS OF EMPLOYMENT    
•    Possess or eligible to obtain Secret security clearance.
•    Linguistic Profile: Bilingual CBC.
•    Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace.

ASSETS 
•    Experience with construction projects for heritage buildings and heritage landscapes. 
•    Experience with design and implementation of security infrastructure for buildings and sites. 
•    Experience in leading change management initiatives.
•    Other professional designations or Project Management memberships. 
•    Awards (Design or Project Management).
