Summary
The Manager of the Vendor Management Office (VMO) supports the Vice President of the Enterprise VMO in operationalizing the credit union’s centralized vendor management and procurement framework. This role serves as the bridge between executive leadership and day-to-day vendor management operations. The Manager will oversee Team Leads and Analysts to ensure consistent execution of vendor lifecycle processes, compliance with regulatory requirements, and optimization of vendor performance. The Manager plays a critical role in aligning departmental activities with enterprise-wide strategic objectives while promoting a culture of accountability, collaboration, and continuous improvement.
Supervisory Responsibilities
In this role, the Manager of the Vendor Management Office (VMO) directly supervises the VMO Team Lead and Analysts, overseeing their performance management, providing coaching, and supporting their career development. The manager will provide indirect oversight to all lines of business by offering escalation support for vendor issues, contract challenges, and risk findings. Additionally, they support the Vice President of the Enterprise Vendor Management Office by ensuring that program initiatives are consistently executed across the organization.
Essential Functions
- Develop and lead a robust, fully centralized vendor management program, encompassing policy, processes, and controls to manage the entire vendor lifecycle.
- Translate enterprise vendor management strategies into operational practices.
- Manage the daily operations of vendor due diligence, contract oversight, risk assessments, and performance monitoring.
- Ensure consistency in vendor oversight activities across business units.
- Foster collaboration between VMO staff, Risk/Compliance, Legal, and business unit vendor owners.
- Oversee the execution of vendor selection, onboarding, and evaluation processes.
- Monitor contract renewals, amendments, and terminations; escalate complex negotiations to the VP.
- Ensure contracts contain appropriate regulatory and risk-related provisions
- Conduct and oversee vendor risk assessments; ensure adherence to NCUA, CFPB, and other regulatory standards.
- Maintain and regularly update the VMO HUB Page to ensure external stakeholders across the organization have access to accurate, up-to-date resources and knowledge materials.
- Maintain and update internal VMO procedures and documentation, such as guidebooks and process manuals, to reflect changes in workflows and ensure consistent internal practices.
- Design and produce visually compelling executive-level reports by translating data provided by the team leads into clear, insightful presentations for C-suite and senior leadership.
- Monitor all categories of risk within the vendor portfolio.
- Support audit and regulatory examinations related to third-party risk management, both internal and external.
- Assist in developing and monitoring vendor scorecards, SLAs, KPIs, and escalate performance concerns as needed.
- Prepare reporting for the VP, highlighting vendor performance, compliance, risk exposure, and spend analysis.
- Track and report on costs/expenditures for all vendors
- Provide insight into trends, gaps, and opportunities to improve the vendor program.
- Identify and implement process improvements within vendor management workflows.
- Support the VP in advancing governance practices through the Vendor Governance Committee.
- Standardize practices and tools to ensure scalability as the organization grows.
- Oversee the due diligence, selection, onboarding, monitoring, and offboarding of all third-party service providers.
- Oversee procurement procedures with RFPs, contract negotiations, cost spend, ROI, and reconciliations.

Education & Experience
- Bachelor’s degree in business, finance, risk management, or related field preferred, or equivalent combination of education and experience.
- 5+ years’ of strong progressive experience in Vendor Management, Procurement Operations, and/or Third-Party Risk Management, preferably in financial services, or equivalent level of expertise and/or competencies.
- 5+ years’ experience within financial services required.
Skills & Competencies and Other Requirements
- Expert level knowledge of Vendor Management, Third Party Risk Management, and Procurement methodologies is required.
- Expert level knowledge of NCUA, CFPB, and other third-party oversight requirements, vendor risk frameworks, and relevant laws, rules, and regulations
- Advanced level understanding of financial services is required to successfully understand the third-party needs across credit union operations including, but not limited to consumer lending, mortgage, marketing, retail operations, business services, information technology, finance, and supporting operations.
- Proven negotiation skills and managing high-value, complex vendor relationships.
- Must possess in-depth analytical skills, as well as be able to evidence accuracy and attention to detail while making sound decisions.
- Excellent leadership, intrapersonal, and communication skills with the ability to influence stakeholders at all levels, develop high performing teams, and be able to handle conflict effectively and tactfully.
- Remains current on any changes and/or additions that may affect the Credit Union’s vendor management program.
- Keeps the VP of VMO informed of any significant problems or concerns.
- Performs other duties as may be assigned by the VP of VMO
- Continues professional development through self-training (books, periodicals, membership in professional groups, etc.), seminars, and in-house training sessions. Strong knowledge of vendor lifecycle management, third-party risk frameworks, and regulatory requirements (NCUA, CFPB).
- Must be able to manage multiple priorities simultaneously, establish and meet deadlines, coordinate activities with other departments, and perform job with accuracy and attention to detail.
- Must be a self-starter and highly motivated.
- Experience evaluating and examining policies, procedures, business documents, IT Security, and regulatory compliance controls.

Computer Skills
Knowledge of information technology capabilities and procedures. Must be proficient in the use of a personal PC or laptop, including proficiency with word processing, spreadsheet, and presentation software. Experience with e-mail software and use of the Internet required.
Certificates, Licenses and Registrations
Industry-recognized vendor management certification(s) preferred or must be achieved within 12 months of hire.
