The Prince George's County Police Department is currently seeking qualified applicants to fill a Commander-Office of Community First/Municipal Liaison) (Police Master Major) grade L08 position, in the Office of Community First and Municipal Liaison Division.
This is a highly responsible official administrative/supervisory and management level law enforcement work with the overall responsibility for establishing a partnership with community members to address community policing issues. The incumbent plays a key role by building a strong relationship between the police department and the community members and jurisdictional partners. Incumbent will work directly with jurisdictional partners to include state, local and municipal law enforcement agencies and create and oversee youth outreach efforts on behalf of the police department. Assignments will require the ability to communicate well with others and exercise independent judgment and administrative discretion in making decisions. This is a sworn law enforcement position. Incumbents are responsible for adhering to applicable Federal, State and County ordinances, policy directives, general orders, and terms of applicable labor agreements.

Position Duties
- Manages, coordinates, and directs the operations within the Office of Community First/Municipal Liaison, 24-hours-a-day.
- Provides management-level staff assistance to the Chief/Assistant Chief in establishing goals and objectives consistent with the department’s mission and the County’s goals and objectives.
- Analyzes the department’s internal policies, procedures, training, personnel and provides resolution alternatives and recommendations.
- Assists in budget preparation, resource allocation, and fiscal oversight.
- Exercises the full range of supervisory duties and responsibilities over subordinate personnel.
- Establishes relationships between the police department and municipal officials, community groups and leaders, advocacy groups, and department liaisons to enhance public safety objectives within its communities.
- Collaborates with community members and municipal officials to identify the community’s needs and challenges while implementing community policing programs and initiatives, including crime prevention efforts.
- Participates actively in community meetings, events, and forums to understand resident needs and concerns, and to promote understanding of police activities and policies.
- Confers/coordinates with community organizations, County government entities, municipalities and other police agencies in order to clarify and resolve actual/potential problems.
- Prepares/coordinates the development and preparation of a variety of reports, data, legislation, briefings, presentations, and responses to community issues.
- Performs a variety of complex administrative and professional work in planning, coordinating, and managing the implementation, maintenance, and adherence to the department’s policy and procedures.
- Deploys and engages staff to accomplish organization and professional objectives.
- Enforces criminal and traffic laws mandated and authorized by the State and local laws and ordinances.
- Establishes and maintains effective working relationships with the public, elected officials, executive leadership, and subordinates.
- Performs willingly and cooperatively tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with this class of work.
Minimum Qualifications
- Bachelor’s degree from an accredited College or University in Law Enforcement, Criminal Justice, Business Administration, Public Administration, or a closely related field.
- Must have management/supervisory experience in police work including experience as a Prince George’s County Police Captain.
Preferred Qualifications
- Ten (10) years of progressive experience in a police department, with at least three (3) years in an executive level leadership position i.e., Police Captain, Police Major, Assistant Chief, Police Chief. There is no substitution for the required supervisory/executive level experience.
- Strong knowledge of federal, state, and local legislation and laws.
- Strong communication skills.
- Strong interpersonal relationships with community groups and leaders, municipal officials, advocacy groups, and internal and external governmental entities.

Conditions of Employment: Upon selection, the candidate must:
Successfully pass preemployment checks which may include reference checks, physical examinations, medical and psychological screenings, background investigation, and drug screening.
Possess and maintain a valid driver's license.
Meet all training and performance standards and demonstrate proficiency as required by the agency.
Possess and maintain Maryland Police and Correctional Training Certification and other certifications as required by the department.
Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.

The incumbent must meet and maintain the training standards set forth by the Prince George’s County Police Department. The incumbent shall not disseminate information, administrative or operational, unless expressly authorized.
