About the Department
The Systems and Security Administrator is responsible for ensuring the secure, efficient, and reliable operation of the City’s enterprise IT infrastructure. This role integrates system administration and cybersecurity functions to maintain the integrity, availability, and confidentiality of all IT systems. The position supports strategic planning, deployment, and operational management of infrastructure and security solutions. Key responsibilities include managing and optimizing enterprise infrastructure systems to ensure high levels of availability and security for business-critical applications. Additionally, the role contributes to the development and implementation of policies and procedures that align system provisioning, maintenance, and security with the City’s goals, industry best practices, and regulatory requirements.

Strategy & Planning
- Support the design, implementation, and maintenance of enterprise security architecture and system infrastructure.
- Participates in and supports capacity planning and the development of long-term strategic goals for systems and software in conjunction with end-users and department managers.
- Develops, implements, and maintains policies, procedures, and associated training plans for system administration and project management.
- Collaborates with the IT management team and participates in the development of work that aligns and supports the City’s IT Strategy.
- Participate in business continuity and disaster recovery planning.
Acquisition & Deployment
- Evaluate and recommend hardware, software, and security solutions.
- Assists with planning and deployment of departmental decisions that have been reviewed and approved by the IT Management team.
- Lead or assist in the deployment and configuration of servers, storage, backup, and security systems.
- Stay current with emerging technologies, threat vectors, and best practices in cybersecurity and systems management.
Operational Management
- Administer and monitor server infrastructure, Active Directory, Azure AD, and virtualization platforms (e.g., VMware).
- Manage endpoint protection, firewalls (e.g., Cisco FirePower), and other security tools.
- Conduct vulnerability assessments, penetration testing, and system audits.
- Ensure data integrity, backup, and recovery processes are in place and tested.
- Participates in investigations into problematic activity.
- Maintain system documentation, asset inventories, and configuration baselines.
- Works with IT staff to monitor and maintain system and network performance and provide statistics and reports to help make decisions through a “lead with data” mentality.
- Ensures the integrity and security of enterprise data on host computers, multiple databases, and during data transfer in accordance with business needs and industry best practices regarding privacy, security, and regulatory compliance.
- Manages end-user accounts, permissions, access rights, and storage allocations in accordance with best practices regarding privacy, security, and regulatory compliance.
- Anticipates, mitigates, identifies, troubleshoots, and resolves hardware and software problems on servers and enterprise-level workstations. Escalates incidents as necessary.
- Practices asset management, including maintenance of hardware component inventory and related documentation and technical specifications information.
- Recommends, schedules, and performs software and hardware improvements, upgrades, patches, reconfigurations, and/or purchases.
- Researches emerging products, services, protocols, and standards in support of systems software procurement and development efforts.
- Provides support and shares knowledge with team members when appropriate.
- Use project management techniques and best practices to manage changes in the area of responsibility.
Minimum Qualifications
General Skill Levels
Knowledge of:
- Working technical knowledge of network, PC, and platform operating systems, including Windows Server OS, VMware ESXi.
- Extensive application support experience with VMware Horizon VDI, ESRI ArcGIS.
- Working technical knowledge of current systems software, protocols, and standards, including Windows Active Directory, Azure Active Directory, Azure Services.
- Strong understanding of IP, TCP/IP, and other network administration protocols.
- Hands-on software and hardware troubleshooting experience.
- Experience with data management.
- Strong understanding of current cybersecurity best practices
- Experience documenting and maintaining configuration and process information.
- Good understanding of the organization’s goals and objectives.
- Knowledge of applicable data privacy practices and laws.
- Experience working in an ITIL-driven environment and working knowledge of ITIL principles and processes.

- Bachelor's Degree in Computer Science, Information Systems, Information Technology, or a closely related field.
- 5–10 years of related work experience in systems administration and/or cybersecurity roles.
- Equivalent combination of education and experience may be accepted.
- CompTIA Security+ or equivalent foundational security certification
- CompTIA Network+ or equivalent networking certification
