About the Department

DEFINITION

Under limited supervision, performs fleet maintenance services involving the maintenance and repair of cars, light trucks, small engines and light and heavy equipment; performs a variety of tasks relative to assigned areas of responsibility. Perform other duties as assigned.


DISTINGUISHING CHARACTERISTICS

This is the Journey level class in the mechanic series. Employees within this class are distinguished from the Mechanic I by the performance of the full range of duties as assigned with no supervisory responsibility.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise.

Position Duties

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.


  • Participate in the maintenance and repair of city vehicles, light trucks, small engines i.e. lawn mowing equipment, etc. and light and heavy equipment.
  • Replace component parts on vehicles and equipment; perform safety inspections on vehicles and equipment.
  • Performs Texas State Safety Inspections.
  • Perform preventive maintenance on vehicles and equipment including but not limited do lubrication of parts and change of oil.
  • Use and care for a wide range of fleet maintenance equipment and tools including hand and air tools, lifting devices, bench vise and service truck.
  • Perform all work according to proper work methods and techniques, and in compliance with applicable standards and specifications.
  • Assist in all garage operations including the road testing of equipment.
  • Adhere to safe work practices and procedures.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Supervises the Mechanic I in the absence of the Fleet Manager and Garage Supervisor. 
  • Performs other duties as assigned. 


EMPLOYMENT STANDARDS


Knowledge of:

  • Operations, services and activities of a fleet maintenance program.
  • Methods and techniques of vehicle and equipment maintenance.
  • Pertinent Federal, State and local laws, codes and regulations.
  • Basic principles and procedures of record keeping.
  • Operations, services and activities of the city.
  • Principles of gasoline and diesel-powered vehicle operation.
  • Operational characteristics of vehicle maintenance equipment and tools.
  • Occupational hazards and standard safety practices.


Ability to:

  • Independently perform fleet maintenance activities.
  • Interpret, explain and enforce department policies and procedures.
  • Operate a variety of garage tools and equipment in a safe and effective manner.
  • Perform heavy manual labor for extended periods of time.
  • Learn, understand and implement new vehicle service and repair procedures and techniques.
  • Understand and use service manuals.
  • Perform general delivery of equipment, vehicles and parts.
  • Work independently in the absence of supervision.
  • Perform general IT functions (i.e. email, City fleet software system, etc.).
  • Interpret and apply Federal, State and local policies, laws, and regulations.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications

Education, Training and Experience

  • Equivalent to the completion of the twelfth grade supplemented by specialized training in vehicle and equipment maintenance and repair or a related field. 

  • One year of responsible fleet maintenance experience.


Licenses and Certificates

  • When driving is a requirement of the classification: A valid State driver license is required at the time of appointment and must be maintained throughout employment. 

  • Possession of, or ability to obtain, an appropriate, valid Texas Commercial driver's license preferred. 

  • Possession of, or ability to obtain, ASE and/or EVT certifications preferred.

Work Environment 

Shop environment; work around heavy equipment, working at heights of up to 12-16’, exposure to noise, dust, grease, smoke, potentially hazardous chemicals and fumes.
