About the Department

To serve as a civilian employee of the Indiana State Police whose primary responsibility is to assist the Human Resources Director in planning, coordinating, and directing a Department-wide program relating to policies, pensions, and insurance benefits.

Position Duties

  • Assist in the development of policies, goals and objectives, and programs for each area of responsibility.
  • Assist in establishing priorities for implementation of Division programs.
  • Coordinate personnel planning to meet present and future needs of the Department.
  • Assist in preparing budget requests and justifications.
  • Assist with setting performance criteria for Division personnel and formally evaluate their job performance annually.
  • Establish recordkeeping procedures for maintaining employment and promotion statistics required by federal and state laws.
  • Assist the Human Resources Director with requests initiated by the Governor's office and Executive Agency Leadership.
  • Ensure all personnel transactions are completed in a timely and efficient manner.
  • Assist in maintaining attendance-reporting recordkeeping for the Department.
  • Assist Human Resources Director in the administration of the sworn promotions process.
  • Update job descriptions and performance evaluation criteria as needed.
  • Serve as a member of interview committees as required.
  • Assist in the supervision of the maintenance of records required by federal and state laws.
  • Assist the Human Resources Director in coordinating Human Resources Division functions with other Division Commanders and supervisors.
  • Prepare personnel/fiscal impact statements.
  • Revise/update ISP Personnel Rules and SOPs.
  • Make recommendations concerning personnel actions and procedures.
  • Conduct personnel policy training as required.
  • Conduct personnel surveys.
  • Evaluate requests and write proposals for all reclassifications.
  • Supervision of Division personnel.
  • Serve on committees as directed.
  • Perform other duties as required.

Minimum Qualifications

  • College graduate (a minimum of a BS/BA degree). Equivalent relevant job experience may be considered in lieu of this requirement.
  • PHR or SPHR certification desired.
  • Advanced experience with PeopleSoft desired.
  • Must possess a valid Indiana driver's license.
  • Relevant personnel or pension and insurance background required.
  • Specialized knowledge of Department Rules, Regulations, and SOPs and state and federal EEO laws applicable to Personnel procedures.
  • Extensive knowledge of modern personnel principles.
  • Ability to direct and coordinate programs and projects.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to interpret and implement complex policies and procedures that relate to Personnel and Pension and Insurance Programs.
  • Ability to exercise professional judgment.
  • Ability to converse with people in groups and individually.

Other Qualifications

Must be able to successfully pass a background investigation. Applicants are asked to submit a complete work history. All applicants are required to submit copies of high school transcript or GED certificate, any/all college transcripts, technical certificates, and a military DD214 or NGB22 (if applicable).
