MINIMUM QUALIFICATIONS

  • Associate’s degree in Human Resources, Public Administration, Business Administration, or a related field required.
  • Minimum of two years of progressively responsible administrative or human resources (HR) experience, preferably in a government or public sector setting.
OR
  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements
Nature of Work:

The Human Resources (HR) Assistant performs a wide range of administrative and technical duties in support of the Human Resources Department. This position plays a key role in the administration of recruitment processes, HR systems, records management, policy implementation, and customer service to both internal and external stakeholders. The HR Assistant ensures HR services are delivered efficiently, confidentially, and in compliance with applicable laws and City policies.

Position Duties

PRIMARY ESSENTIAL WORK FUNCTIONS:

  • Provides daily administrative support for Human Resources operations.
  • Assists with general human resources and administrative issues, including responding to inquiries from employees and the public.
  • Prepares and maintains accurate records and files, both physical and electronic, in compliance with state and federal laws and organizational standards.
  • Updates human resources content on the City’s intranet and website.
  • Accurately enters and maintains employee information in the Human Resources Information System (HRIS).
  • Scans, organizes, and files personnel records in compliance with confidentiality and legal standards.
  • Creates and processes departmental purchase orders and accounts payable invoices, reconciles purchase card statements.

Recruitment and Selection
  • Provides administrative support for the City’s recruitment programs.
  • Assists in updating of job descriptions.
  • Prepares and posts job announcements and advertisements.
  • Coordinates candidate communication, application processing, and applicant tracking.
  • Schedules interviews, pre-employment assessments, drug tests, physicals, and fingerprinting.
  • Conducts reference checks and ensures candidate suitability in accordance with job qualifications.

Supports Learning and Development Activities
  • Assists with organizing staff training sessions, including confirming participants, preparing evaluation forms, and tracking attendance.
  • Maintains training records and inputs attendance data into the Learning Management System (LMS).
  • Assists with assembling training packets or learning resources for employee development sessions.
  • Arranges for food, beverages, and supplies for in-person meetings and trainings.

Compliance and Public Data Requests
  • Ensures compliance with state and federal laws, including OSHA and the Minnesota Data Practices Act.
  • Responds to surveys, audits, and requests for public or employee personnel data.
  • Interfaces with outside agencies conducting background checks or requesting personnel data in accordance with policy.

Other Duties
  • Supports various human resources and administrative projects as assigned.
  • Provides back-up support to other HR staff members as needed.

Communicates With: 

  • Internally – Administrative Services, infrastructure, public works-operations, public utilities, finance, information technology, civic center, community development, and public information departments.
  • Externally – General public, Blue Earth County and other jurisdictions, and consultants.
Supervision:  Non-supervisory

OTHER WORK FUNCTIONS:

  • Performs physical demands and work environment requirements for this position. 
  • Attendance during regularly scheduled work hours, and outside regular hours as necessary.
  • Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.
  • Performs other related functions as assigned or apparent.

Minimum Qualifications

CONDITIONS OF EMPLOYMENT:

  • Must possess a valid driver’s license and be able to drive in the state of Minnesota.
  • Must successfully complete a pre-employment assessment and background examination.
  • Must comply with organizational and departmental policies. 
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.

Other Qualifications

General working hours are 8:00 a.m. to 4:30 p.m., Monday-Friday, and outside of regular hours as required.
