Position Duties
The Parks and Open Space Manager plans, organizes, directs, and coordinates the maintenance, repair, and improvement of city parks, athletic fields, natural areas, trails, landscaped areas, and related facilities. This position oversees maintenance staff, seasonal employees, and contractors to ensure safe, attractive, and sustainable public spaces. The position develops work plans, schedules, and budgets, and ensures compliance with environmental regulations, safety standards, and department goals.

- Supervises a Park Maintenance division, seasonal employees, and contractors on a daily basis including scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employees; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions.
- Establishes and analyzes the division’s overall priorities, goals, and objectives to ensure alignment with departmental and City-wide strategic initiatives.
- Identifies current and future park needs; develops a strategic plan to research, evaluate, and implement more effective practices; and builds a workforce capable of executing these innovations.
- Develops annual and seasonal maintenance plans for parks, athletic fields, trails, and open spaces including mowing, irrigation, landscaping, tree care, playground inspections, facility upkeep, and litter control. Prepares the annual budget for the Park Maintenance Division, monitors expenditures to ensure alignment with budgetary constraints, and notifies the supervisor of any emerging financial or operational issues.
- Collaborates with the Director on long-term park and facility planning, including coordination with contractors for community engagement and design efforts.
- Develops bid specifications, selects contractors, and ensures work is completed to quality and safety standards; maintains appropriate records related to maintenance and construction activities.
- Conducts on-site inspections to monitor work in progress, ensure compliance with safety standards, evaluate work quality upon completion, and address any operational issues as they arise.
- Monitors and assesses park infrastructure, equipment, and amenities; prioritizes repairs and improvements; and maintains accurate records.
- Manages the City’s Urban Forestry Program and provides direction to the City’s Urban Forester.
- Works closely with other City departments, community groups, and user organizations to support events, volunteer activities, and park stewardship programs.
- Implements environmentally responsible maintenance practices, including water conservation, integrated pest management, and habitat protection.
- Oversees the use of park vehicles and equipment; schedules maintenance and repair; ensures operators are trained; replaces equipment as needed.
- Responds to the public, news media, and other agencies regarding park activities and operations.
- May assist with special event coordination, logistics, and on-site management for River Rhythms, Northwest Art & Air, and other special events as assigned.
- Maintains professional networks and attends training sessions and conferences as necessary to advance skills and stay current on issues and practices in all areas of responsibility.
- Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.

Minimum Qualifications
This is a supervisory position. Individuals in this classification are responsible for supervising assigned employees which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employees; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions.
Other Qualifications
Education and Experience
A bachelor’s degree in recreation, leisure services, horticulture, natural resources, or a closely related field;
and
Five years of progressive experience including the design, implementation, and management of public park facilities and amenities;
including
At least three years of supervisory experience;
or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Special Requirements
- Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City's driving standards at time of job placement.
- In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program which includes random drug and alcohol testing.
- The individual shall not pose a direct threat to the health or safety of themselves or others.
- CPR/First Aid certification preferred.
Knowledge, Skills, and Abilities
Knowledge of: the principles and practices of municipal park management; materials, pesticides, chemicals; asset management (including use of OpenGov/Cartagraph); urban forestry and open space management; park planning; construction trade skills (carpentry, plumbing, concrete, painting; equipment maintenance; horticulture as well as methods and practices used in park maintenance; business practices including budgeting and accounting, word processing, spreadsheet, and database computer software; principles of supervision and personnel practices.
Skill in: the operation of park vehicles and equipment.
Ability to: plan, organize, and direct the maintenance, repair, and construction of park grounds; to make decisions independently in accordance with policies and procedures; operate small office equipment, including copy/scanner; laptops/tablets; operate and repair small/light equipment, such as power tools; operate and repair medium equipment and machinery, such as vehicles or commercial mowers; and communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public.
Work Environment
The work environment is primarily an office environment under usual office working conditions. Work is also performed in outside weather conditions where the employee may be exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, vibration, and moving and noisy machinery. Occasional travel includes local and regional meetings, and regular visits to work sites that may contain chemicals, machinery, or heavy equipment. This position may regularly be required to work evenings and weekends.
