An exciting opportunity has come about for a full-time Team Manager in the Family Help Breathing Space and Kinship team as of November 2025.
In this role you will manage a mixed team of social work and Family Help lead practitioners, whose work spans two distinct areas: innovative support to parents who have experienced the removal of a child from their care; and support to Torbay's kinship carers and the children they care for. In line with the Families First for Children reforms, this is an exciting time in terms of kinship practice and support, and we are looking with someone with a passion for achieving change and better outcomes for children in kinship arrangements of care.
The successful candidate must be able to work calmly under pressure, and provide responsive and consistent support to your team, the wider service and partners to ensure every child or parent/carer that comes into contact with the service is provided with a timely response to identified strengths, risks and needs. You will be expected to ensure that your team are meeting practice and performance expectations in terms of the quality of work delivered to children and families and timeliness of key performance indicators.
This is an exciting but challenging role – however in return for your commitment and hard work, Torbay will support you with relevant training and development opportunities delivered via the Learning Academy.
This is a Social Work qualified role.
This post meets the requirements for an Enhanced Criminal Record Check. This will show spent and unspent convictions and adult cautions which have not been filtered in line with legislation, plus any information held by local Police that is considered relevant to the role.

Skills

Knowledge
- Knowledge and understanding of the full range of activities delivered by the Authority and partners in relation to children, young people and families.
- Thorough understanding of the professional practice relating to safeguarding and working with complex families.
- Thorough understanding of the ‘common core’.
- Ability to demonstrate awareness and understanding of equal opportunities.
- Thorough understanding of current legislation and DfE guidance and developments in services to children young people and families.
Experience & Qualifications
- Significant post- qualification social work qualification experience of working with children and families in the context of current legislation and government initiatives / or minimum of two years post social work qualification experience plus significant management experience in a relevant field working with children and families.
- Commitment to and evidence of applying an evidenced informed practice approach.
- Experience of managing or supporting others and ensuring compliance to policy and procedures.
- Experience of working under pressure and making robust evidenced informed decisions.
- Understanding and experience of performance monitoring and performance management techniques to drive service improvement.
