As our Senior Estimator, you will play a key role in shaping the cost framework and commercial success of V/Line’s major infrastructure projects.
This is a high-impact role within the Project Services team, offering the opportunity to lead estimation activities across all project stages and contribute to the delivery of major infrastructure projects.
Your contributions will support the development of robust cost frameworks, benchmarking, and pricing strategies that enable confident decision-making and commercial alignment across the Projects function.
About the Role
We are seeking a commercially astute and technically confident professional to join our team. Reporting to the Commercial Manager – Lead, you’ll coordinate and report on estimating activities across a diverse portfolio of works, including alliances and feasibility studies.
In this role, you will:
Lead stakeholder meetings to gather inputs and assign estimation tasks
Analyse data and produce timely reports on estimation status
Maintain and update estimation procedures and process maps
Collaborate with the commercial team to develop cost strategies
Build and benchmark Target Outturn Costs (TOCs) for upcoming works
Develop procurement schedules and present first principles methodology
Establish and maintain a Bill of Materials and rates library
Facilitate Resource Allocation Planning (RAP) sessions and workflows
Monitor costs across project stages using bottom-up and top-down approaches
Review variation estimates, and participate in contract reviews
Provide input into construction methodologies and tender programs
About You
You are a confident and collaborative professional with deep expertise in cost estimation and quantity surveying. You thrive in complex project environments and bring a practical, engaging approach to commercial conversations.
You build strong relationships across teams, communicate clearly, and know how to make estimating meaningful and insightful for stakeholders.
Essential Requirements (Key Selection Criteria)
Degree qualification in Quantity Surveying, Construction Management, or Engineering
Demonstrated experience in cost management, ideally in rail, construction, or private practice
Subject matter expertise in estimating, quantity surveying, and project proposals
Strong technical grounding in cost management concepts, tools and techniques
Knowledge of procurement methods and value engineering
Ability to operate effectively in complex project environments, with strong communication and stakeholder engagement skills
Desirable Credentials
Rail experience highly regarded
Experience developing process maps and standardised procedures
Chartered status with AAIQS (Associate of the Australian Institute of Quantity Surveyors), RICS (Royal Institution of Chartered Surveyors), or equivalent recognised body
