DESCRIPTION The Plans Examiner is responsible for ensuring code compliance of all residential and commercial building plans. This role involves reviewing architectural drawings, structural calculations, engineering computations, and related documentation to verify conformance with federal, state, and local building codes, ordinances, and standards. The Plans Examiner provides technical support at the public counter, assists in permit application processing, and coordinates plan review activities with other departments and agencies.
The ideal candidate will have knowledge of accepted safety standards and construction methods; building codes and ordinances; and principles and techniques of plan examination. They must have the ability to apply technical knowledge, follow proper plan review techniques, and detect deviations from model codes and standard construction practices. Candidates should be able to read and interpret building plans, advise on standard construction methods, make accurate mathematical calculations, enforce regulations with firmness and tact, maintain effective working relationships, and communicate clearly and concisely both orally and in writing.
QUALIFICATIONS
- High school diploma or equivalent.
- Must have a Plans Examiner code certification issued by the International Code Council (ICC) or an equivalent building official organization, such as a Residential Plans Examiner or Building Inspector certification is required. Certification or licensure as a professional architect or civil engineer may be substituted if accompanied by an ICC certification within one year of hire.
- Related college courses in building technology, construction management, architecture, or related field preferred.
- At least two years of inspection or plan review experience; an equivalent combination of experience and training may be considered.
- Some experience reviewing construction documents for compliance with building codes and standards is required.
- A Valid Driver's License Class C is required at the time of placement and a clean driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of laws, ordinances, construction codes, policies, standards, and regulations related to building plan
- Skills in interpreting complex information and conveying it clearly to others, including the ability to explain technical problems in layman's terms.
- Skills in the use of preparing and presenting detailed reports.
- Skills in strong oral and written communication to effectively interact with diverse stakeholders.
- Ability to provide effective customer service and maintain working relationships with contractors, design professionals, and the public.
- Ability to research and evaluate new construction techniques and technologies, and to evaluate alternative approval requests for code compliance.
- Ability to prioritize work, work independently, and exercise judgment in applying codes and regulations.
- Ability to read, write, make observations, view computer screens, read gauges and instrumentation, and operate a motor vehicle.
- Ability to walk on uneven or sloped surfaces such as construction sites and roofs, bend, stand, and climb on scaffolding and ladders.
- Ability to tolerate exposure to extreme temperatures, noise, dust, and other site conditions while performing plan review or inspection duties.
MAJOR DUTIES
- Accept, review, and process a wide variety of permit applications for construction and development projects.
- Review plans, architectural drawings, and structural calculations for completeness and conformance with building codes and ordinances.
- Perform over-the-counter plan checks of small projects, such as fences, room additions, patios, and decks.
- Provide information regarding building codes, ordinances, and regulations on occupancies, structures, fire and life safety issues, energy conservation, and accessibility.
- Coordinate planreview activities with other city departments and public agencies.
- Research construction products and techniques for code approval and evaluate innovative construction methods.
- Prepare written reports, maintain accurate records of plan reviews, and document actions taken and regulatory efforts.
- Meet and confer with contractors, builders, design professionals, and the public to resolve plan check issues and answer code questions.
- Issue correction notices and stop work orders as necessary.
- Participate in field inspections of new, existing, or damaged structures to determine compliance with codes and identify hazards.
- Keep up to date with changes in building codes and pursue continuing education as required.
- Other duties as assigned.
This position is an essential service position and will require providing services during emergency situations.
