About the Department

Under the general supervision of the Stormwater Inspection Supervisor, or designee, the Stormwater Inspector I, ensures the City of Frisco is compliant with local, state, and federal stormwater regulations. This position also provides enforcement of local stormwater regulations.  Monitors, tracks, provides enforcement, and resolves issues concerning stormwater compliance.  Investigates complaints from EPA, TCEQ, residents, and city staff.
 
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Position Duties

Essential Job Functions:

  • Performs activities to ensure compliance with federal, state, and local stormwater regulations, hereafter referred to as “stormwater regulations.”  These shall include: TCEQ General Construction Permit, TCEQ Multisector Permit, TCEQ MS4 Permit, Stormwater Discharge Ordinance, Stormwater Feature Maintenance Ordinance, and other applicable stormwater regulations.
  • Ensures compliance of stormwater regulations in the following areas: 
    • Construction of new development and redevelopment in all phases from plan submittal to final stabilization at the end of the project. Ensures the developer, builders, and contractors are compliant with all stormwater regulations and that the City provides the oversight enforcement required by the MS4 permit.
    • Construction performed by the City of Frisco in all phases from the design to the final stabilization at the completion of the project. Ensures the City is compliant with all stormwater regulations.
    • Commercial operations to ensure the business activities are compliant with the stormwater discharge ordinance.
    • Industrial and municipal operations to ensure the City performs inspections as required and that these activities are compliant with stormwater regulations.
Activities to ensure compliance include:
  • Conducts initial and follow up compliance meetings with engineers, developers, builders, contractors, city staff, property owners, and managers for commercial and industrial operations or their representatives.  The purpose is to educate, train, and coordinate to ensure regulatory compliance.
  • Reviews engineering plans to ensure compliance and if necessary, provide technical information to engineers. 
  • Performs compliance monitoring by:
    • Periodic inspections of field conditions and documenting the findings.
    • Periodic audits of procedures and required documentation and documenting the findings.
    • Periodic drone flights and documenting the findings.
    • Performs follow-up inspections.
    • Provides administrative penalties and citations, if needed to achieve compliance.
    • Coordinates with the City prosecutor.
    • Testifies in municipal court, if needed.
  • Recommends the authorization to release construction projects upon successfully completing the stormwater requirements. 
  • Provides oversight over stormwater inspectors by providing training, serving as the 2nd echelon level for enforcement protocols, helping mediate disputes between stormwater inspectors and alleged violators, and providing quality assurance for stormwater inspector areas.
  • Assists the Stormwater Inspection Supervisor with administrative duties in activities to ensure compliance and with special duties and assignments when requested.
  • Performs the duties of the Stormwater Inspection Supervisor in the absence of the incumbent.  
  • Ensures all administrative and legal actions used by stormwater inspectors in assigned area are reasonable, fair, and defendable.  
  • Provides technical assistance to developers, engineers, property owners, operators, and contractors regarding installing and maintaining controls or stormwater ordinance violations.
  • Documents Stormwater code violations and corrective actions, issues notices of violations, and follows up with warnings and notices to ensure compliance.
  • Prepares inspection reports, documents corrective actions, and participates in any other enforcement processes and maintains records.
  • Works with citizens, contractors, property owners and businesses to correct stormwater violations.
  • Prepares work tasks for field crews to perform to comply with permit requirements. 
  • Responds to complaints from the public.
  • Issues Municipal court citations, attends court cases providing testimony and presenting evidence for violations to contractors and subcontractors.
 
Other Important Duties:
  • Performs the duties of the Hydrologist in the absence of the incumbent.  
  • Performs the duties of the Permanent Controls Specialist in the absence of the incumbent.
  • Travels to construction sites, meetings, conferences, and training.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Assists in developing and implementing uniform procedures for stormwater inspections.  
  • Assists in the Stormwater Inspection Supervisor in the preparation of evaluations for stormwater inspectors.  
  • Perform and to train others in arial inspections with sUAS.

Minimum Qualifications

Knowledge, Skills, and Abilities:

  • Knowledge of the City Frisco, Public Works, and Stormwater policies and procedures.
  • Skill in the application of best management practices for designing, implementing, and maintaining stormwater controls.   These include structural and nonstructural controls.  
  • Knowledge of and skill in providing enforcement of federal, state, and local laws, statutes, and regulations related to the field of stormwater pollution.  This includes these permits, MS4, CGP, and Multi-sector Permits.
  • Knowledge of commercial and industrial operation and practices as it relates to stormwater.  
  • Basic knowledge and skills related to IDDE.
  • Knowledge of customer service practices and procedures.
  • Skill in reviewing, evaluating, and modifying construction plans.
  • Skill in resolving customer complaints and concerns.
  • Skill in mediating and negotiating differences among contractors, engineers, developers, citizens, business operators and inspectors.
  • Ability to interpret drainage reports, constructions plans, maps, and specifications as necessary.
  • Ability to resolve issues and conflicts through working partnerships with citizens and HOAs.
  • Ability to explain and enforce applicable, local, state, and federal regulations.
  • Ability to establish and maintain effective working relationships with city staff and the general public.
  • Proficiency in the use of computers and related equipment, hardware, and software.
  • Proficiency and ability to communicate in English, effectively, and clearly, both orally and in writing.
 
Education, Experience, and Certifications/Licenses:
  • High School diploma with one year of experience in stormwater, water quality, code enforcement or related field, or equivalent combination of education and experience.
  • Must pass a pre-employment drug screen, criminal background check, MVR check and post-offer physical agility exam.
  • Must possess valid State of Texas Driver’s License.

Other Qualifications

Environmental Factors and Conditions:

  • Work is performed in office and construction site environments.
  • May be subject to exposure to dirt, pollen, temperature extremes, loud noises, heavy equipment, chemicals and fumes, infectious diseases, air, and water borne pathogens, insects, snakes, and rodents common to the construction or renovation of streets, sewers, and drainage systems.
