About the Department

Manage operations and activities of the Public Utilities and Engineering Division and assists the Division Director in the implementation of the Collier County Engineering and Project Management goals and objectives, and directs the daily operations of the Division, including project design, project management, plan review, and associated business units within the Division.

Position Duties

Performs and manages various high-level divisional assignments and assists the Division Director in overall policy development for the Engineering and Project Management Division; assists in the maintenance of production schedule commitments for Public Utilities design/construction projects.
•Assists the Division Director in the planning and directing of the activities and staff of the Engineering and Project Management Division; directs the day-to-day division engineering and project management activities for construction, repair, and major maintenance projects; anticipates problems and pursues solutions; evaluates and prioritizes issues and recommends and implements strategies to meet Division goals.
•Assists the Division Director with the development, management, and maintenance of the Public Utilities Department capital improvement program through the oversight of planning, design, and construction of utility projects; provides guidance and oversight to utility engineering operations.
•Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Administers daily work plans to subordinate staff and formulates, develops, and implements short- and long-range goals and management plans for the Division; manages the development and implementation of performance goals, objectives and priorities for services, programs and projects; disseminates information and delegates assignments and special projects; provides management and oversight of assigned projects as well as supervision and coordination of projects assigned to other staff.
•Formulates, develops, and implements standard operating procedures and policies; monitors implementation of divisional rules and regulations; updates divisional guidelines according to federal, state, or local legislation; recommends and implements approved strategies and necessary change for the purpose of improving operational efficiencies and overall effectiveness.
•Prepares plans, technical engineering reports, construction documents and assists in establishing applicable design and specification standards.
•Requests and manages utilities studies and modeling initiatives for water, wastewater, irrigation quality water, and other areas as assigned; reviews analysis, plans and provides recommendations for capital improvement program.
•Assists the Division Director with the selection and monitoring of consultants and their services as well as the evaluation of consultant proposals, contracts, and specifications; coordinates the resolution of conflicts involving consultants/contractors and construction design problems.
•Assists with the development and management of the budget with the Division Director for Engineering and Project Management Division; monitors personnel and operating budgets and approves expenses; prepares cost estimates for budget preparation; and oversees preparation of necessary budget amendments as needed; serves as back-up to the Division Director in authorizing purchases in their absence.
•Prepares and presents reports and relevant information to Board of County Commissioners, committees, boards and the public regarding utility construction, engineering, and project management activities.
•Communicates and meets with development professionals, County staff, County management, Board members, elected officials, citizen advisory groups, and the public regarding utilities engineering activities, including explaining projects, presenting reports, and divisional recommendations.
•Supports the Division Director in the performance of administrative tasks associated with Public Utilities project planning, design, and construction activities and with general division operations; includes reviewing contracts and associated amendments, drafting executive summaries, reviewing/approving timesheets and leave requests, and reviewing purchase orders, invoices, and change orders.
•Ensures divisional compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
•Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations.
•Acts as or delegates a liaison to other Divisions/agencies regarding water, wastewater, and irrigation quality water engineering issues
ADDITIONAL FUNCTIONS
•Coordinates or conducts special projects/assignments as needed.
•Serves in the capacity of Public Utilities Engineering Division Director as directed or in the event of absence.
•Performs other related duties as required.
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.

Minimum Qualifications

Bachelor’s degree in Engineering required.
Eight (8) years of related experience.
Fingerprinting required.


LICENSES/CERTIFICATES
Must possess and maintain a valid state-issued Professional Engineer (P.E.) license at the time of hire.
Must obtain and maintain a State of Florida Professional Engineer) P.E.) license within six (6) months of the date of hire.
Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

Other Qualifications

Salary offers above the minimum pay grade may be considered based on qualifications. 
Essential Employees may be required to work during an undeclared or declared emergency.  The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
