Project Manager - Level III
Schedule/Shift: Full-time, 40 hours/week, Hybrid (Albany, NY, minimum 2 days onsite)

Cedar Park Group is hiring an experienced Project Manager - Level III for a long-term engagement (18 months). This role requires strong leadership, technical expertise, and extensive experience managing large, complex projects within Health and Human Services eligibility systems.

Position Overview:

The Project Manager will report into the Project Management Office and provide oversight, leadership, and direction across multiple initiatives. The role is responsible for defining and managing project scope, schedule, and budget, while proactively mitigating risks and ensuring compliance with governance standards. The Project Manager will also facilitate collaboration across state agencies, social service districts, integration partners, and technical teams.

Responsibilities:

  • Provide leadership and oversight to project managers and ensure alignment with program mission and goals.

  • Define and manage project scope, schedule, and budget; monitor variances and implement alternatives to mitigate risk.

  • Identify, assess, and mitigate risks across stakeholder groups.

  • Oversee projects throughout the full systems development life cycle, including requirements, design, development, testing, deployment, and rollout.

  • Manage all aspects of risk, issues, communications, decisions, actions, and interdependencies.

  • Lead project teams in a matrix management environment, ensuring effective resource allocation.

  • Facilitate meetings to clarify business and technical requirements and drive decision-making.

  • Oversee vendor implementations, including deliverables, resource management, and adherence to methodology.

  • Provide regular project status reports to leadership, sponsors, and governance bodies.

  • Other duties as assigned.

Mandatory Qualifications:

  • More than 7 years of experience managing complex projects, with at least 2 years in a leadership role.

  • Minimum 12 years’ experience as a PMO Project Manager, including work in Health and Human Services eligibility systems (Medicaid, Public Assistance, SNAP, HEAP, or Child Care).

  • Proven experience with data conversion, data modeling, legacy systems, ETL processes, and data validation.

Desirable Qualifications:

  • Experience managing program budgets of $100M+.

  • At least 7 years managing resource-loaded project schedules and assignments in Microsoft Project/Project Online (including VBA scripting).

  • Knowledge of data governance, privacy, and compliance standards.

  • Minimum 5 years’ experience with Agile development and technical project management.

  • Bachelor’s degree in Business, Computer Science, Engineering, or related field.

  • Experience leading technical discussions with cross-functional teams, analysts, and integration partners.

  • Current PMP or equivalent project management certification.
