About the Department
This position is responsible for assisting the Residential Supervisor in the completion of complex professional residential appraisal work involving the classification and valuation of residential real property for assessment purposes. Work consists of a full range of duties including assisting the Residential Supervisor in planning, organizing, directing and controlling the goals, objectives and activities of the residential appraisal staff, including workloads, review of work, goal achievement, and the preparation and delivery of employee performance evaluations. Ninety percent of the work involves administrative analysis and oversight, requiring both training and qualification for higher levels of classification and licensure.
Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive. The Assessor reserves the right to modify or change the duties or essential functions of this job at any time.)
· Plan and organize residential appraisal activities to comply with Assessor statutory deadlines and obligations.
· Completes USPAP compliant appraisal reports for property tax appeals. Provides testimony in expert witness capacity for higher level appeals. Coaches staff appraisers in proper appraisal report writing and related skills. Works with supervisor, Appeals Administrator and County Attorney’s Office to enhance participation and effectiveness of residential appraisal staff in higher level appeals.
- Supervise appraisal staff in all activities required to discover, list, classify and value all residential property within Douglas County. Prioritize and coordinate workload, assign and review work, develop procedures and training sessions and manuals. Supervisory duties include assisting in hiring, performance management and employee development such as planning, coaching, performance documentation and performance evaluations.
- Acts as an expert witness in county assessment cases on behalf of the assessor. Writes complete USPAP compliant appraisal reports for the purposes of defending valuations in higher levels of appeals. Work with the Appeals Administrator an County Attorney to analyze, manage, prepare and complete property tax caseload.· Train residential staff in policy and procedure changes, laws, regulations, appraisal techniques and methods, and the use of a variety of methods to determine actual value.
· Along with supervisor, acts as liaison with Analyst team to maintain and improve communication about and effectiveness of CAMA data standards, valuation model analysis, business process changes, system updates and other updates to systems or processes.
- Acquire, transfer and qualify all MLS data necessary for the office wide sales verification process. Maintain the data base for sales and make necessary enhancements as needed.- Update Cost Approach tables in CAMA for custom options during reappraisals, including residential, outbuilding and commercial property type options.
- Manage residential team quality control processes. Add enhancements as needed. Follow up with appraisers and holding appraisers accountable for correcting errors and maintaining a clean data base use to produce values.
- Ensures all final QC related to residential reappraisal valuation has been completed. This will include some of these items, approach to valuation, percent complete, abstract codes, new construction, valuation of unique properties.
- Create necessary tools and reports to increase the efficiency and accuracy of the appraiser’s work products using SPSS, PowerBi, SQL and other tools.
- Work closely with the analyst group to develop AI technology to determine quality and condition updates based on photos and other information of sold properties. Determine guardrails for each quality and condition determination.
· Monitor, analyze, and review residential values for reappraisal. Analyze residential economic areas, neighborhoods, and neighborhood extensions coordinating with the analyst staff for market area formulation and valuation. Confer with the analyst staff in mass appraisal processes, procedures, and training. Value unique property classes and/or assist staff to derive values not typically created in the CAMA system.
· Assist the Residential Supervisor in managing residential real property appeals at the Assessor level. Represent the Assessor’s office as an expert witness in abatement appeal hearings, CBOE hearings, State Board of Assessment Appeals hearings, and Arbitration hearings, and act as a mentor to Apprentice and Appraiser I staff.
· Communicate with the public to assess needs, provide assistance, resolve problems, explain and/or discuss applicable laws and codes, and provide superior quality customer service.
· Works directly with the Residential Supervisor to develop office procedures and training to meet Assessor’s goals and deadlines. Attends and conducts seminars, classes, and business meetings related to appraisal processes.

EDUCATION and/or EXPERIENCE:
A Bachelor’s Degree in Business, Real Estate, Finance or related fields. Four years of professional appraisal experience, with an emphasis in Ad Valorem / Mass Appraisal preferred, including supervisory duties, or any equivalent combination, is required. A valid State of Colorado real estate appraisal license is required, a Certified Residential License is preferred, and the ability to meet continuing education requirements set by the State and the Douglas County Assessor’s Office.
CERTIFICATES, LICENSES, AND REGISTRATIONS: Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
A State of Colorado Appraisal License is required. A Certified Residential Appraisal License is preferred.
