About the Department

The purpose of this position is to supervise the work of construction inspection staff and oversee documentation.  This is accomplished by directing the work, reviewing daily assignments and inspection reports, coordinating internal and external communications with city departments, contractors, developers, regulatory agencies.   This position facilitates a range of inspection services for capital projects, private development and the right-of-way permit program; including reviewing and producing documents such as checklists, punch lists, as-built drawings, and quantity take-offs for contract payment estimates while verifying compliance with policies, engineered drawings, specifications, technical standards and regulatory permits.  


Other duties include maintaining city data files; facilitating implementation of software for desktop and mobile devices; performing construction inspection duties when warranted by workload; maintaining and guiding technical and professional competence, staying abreast of legislative, regulatory, and technological changes related to construction and engineering, and completing special assignments as required.

Position Duties

ESSENTIAL FUNCTIONS:

  • Supervise the work of construction inspection staff by reviewing daily assignments and schedules to optimize productivity; receiving and reviewing inspection reports; conducting quality control, managing and archiving construction documentation; and administering the implementation of City of Wilmington standards and policies.  Provide training for inspection staff.
  • Manage inspection services provided to municipal work, capital improvement, private development, and the right-of-way permit program by implementing resources and receiving assignments from the Construction Engineer. Communicate both internally and externally.  Oversee and manage construction reporting standards and timelines; inspection of materials and supplies; and the maintenance of construction inspection equipment. 
  • Oversee documentation and reporting and the use of technology, hardware and software programs such as Fieldwire, Energov and Microsoft programs for inspection purposes, with approval by the Construction Engineer; Manage reporting and inspection protocols for compliance with regulatory permit requirements, engineered drawings, specifications, and technical standards.
  • Work requires supervising and monitoring performance for a regular group of employees providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.
  • Performs other related duties as assigned.

Minimum Qualifications

JOB REQUIREMENTS

  • Associate’s degree or higher in Civil Engineering or closely related field of technical nature.
  • Minimum five years of related experience in civil construction involving a combination of site work, utility work, concrete, asphalt or soils.
  • Appropriate certification may be awarded upon satisfactory completion of advanced study or training. 
  • Valid Driver’s License
  • Proactive engagement with staff and management. 
  • Knowledge of systems and processes. 
  • Independent judgement and decision making. 
  • Ability to work nights and weekends.
  • Ability to communicate and foster a cooperative and professional culture. 

Other Qualifications

PHYSICAL DEMANDS

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.


WORKING CONDITIONS 

This position generally requires work indoors/office setting.  Outdoor work near construction activities to happen frequently.  Time pressure and multi-tasking are expected.
