POSITION SUMMARY: 

Under administrative direction and general supervision of the Director of Planning & Community Development, oversees daily activities of the Neighborhood Services Division including Health & Safety and Code Enforcement; researches, investigates, and enforces various codes and ordinances for the City. Work includes but is not limited to ensuring all properties are in compliance with local ordinances, codes, and permits; responding to complaints of quality-of-life violations pertaining to local codes, ordinances and laws; issuing citations for noncompliance to public and private property owners; and preparing non-compliance cases for the judicial process.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Manages Neighborhood Services Division by planning, organizing, and directing the overall activities of code enforcement. Develops and implements division policies and standard operating procedures, interprets and explains codes and ordinances to staff and public, and ensures appropriate records are maintained. Assists with preparation of division budget.

• Recommends for hire, supervises, and develops staff through review of performance evaluations, conferences, training and counseling, and assigns work;

• Performs field work by making on-site inspections and field investigations to ensure public and private properties are in compliance with various codes, including property maintenance codes, zoning codes, sign ordinance, pool, food establishments and other State and Federal codes; reviews applications examines building plans related to health compliance.

• Maintains computer records and reports concerning inspections, licenses, permits, certificates, etc.;

• Prepares and writes departmental reports and correspondence, including ordinances and documents relating to legal searches by warrant or by consent;

• Investigates complaints of unsafe, uninhabited, and unsanitary structures and overgrown lots, and enforce codes when necessary; Recommends and promotes improvement of environmental sanitation on public and private premises.

• Issues and prepares reports, court citations, and case history documents for code violation cases to be processed in court; shares information and works with other law enforcement agencies as directed and appropriate;

• Coordinates with various prosecutors regarding the investigation and prosecution of code violations; Testifies at meetings, hearings, and trials on behalf of the City, as needed; documents evidence of code violations in narrative, photographic and video form, including the results of investigations;

• Conducts required inspections during building condemnation procedures; enforces housing codes for the City demolition and clearance of sub-standard structures; inspects and documents sub-standard structures; investigates unsafe buildings; and coordinates with other City divisions to ensure all ordinances are followed and records are properly filed;

• Researches property identification for land and vehicle ownership; researches tax and court records for ownership record; conducts title searches; and documents evidence of municipal code violations in narrative, photographic and video form;

• Gives presentations to boards, commissions, community organizations, business owners and citizens regarding City standards, municipal code compliance and enforcement;

• Performs related duties and fulfills responsibilities as required.

EDUCATION AND EXPERIENCE REQUIREMENTS:

High school diploma or GED equivalent required. Bachelor’s Degree in a related field is highly preferred. Minimum of four (4) years previous related work experience, with two (2) years in a supervisory capacity preferred. An equivalent combination of education and experience may be considered.

CERTIFICATIONS AND LICENSES REQUIRED:

Valid Texas Driver's License required.

Must meet either option A or B:

A.

• Certification as a Code Enforcement Officer I upon hire; AND

• Ability to obtain certification as a Code Enforcement Officer II (CEAT) within one year of hire

B.

• Certification as Registered Environmental Health Specialists (REHS) or Registered Sanitarian upon hire; AND

• Ability to obtain certification as a Code Enforcement Officer I within one year of hire and certification as a Code Enforcement Officer II (CEAT) within three years of hire

International Code Council Certification as an International Property Maintenance and Housing Inspector, or ability to obtain certification within one year of hire.
